MEETING MINUTES URBANDALE NEIGHBORHOOD PLANNING COUNCIL – NPC 5 (Christ United Methodist Church, 65 Bedford Rd) Monday, December 10, 2018 @ 7:00 p.m. **PLEASE SEND ANY MEETING ABSENCES and AGENDA ADDITIONS/DELETIONS TO SECRETARY** KristinBloodWard1@gmail.com MINUTES 1. Call to Order & Welcome @ 7:05 p.m.: (Invocation/Moment of Silence) 2. Attendance [Member (M) Guest (G) City Rep (C)]: Patty Poole-Gray (G), Curtis Roberts (M), John Griffin (C), Ollie Griffin (G), David Moore (M), Patricia Graw (M), Sara Schmanske (M), Johnny Vick (M), Roger Ballard (M), Amanda Paffhausen (G), Chris Lussier (C), Kathy Antaya (M), Kristin Blood (M) EXCUSED: Fred Bachman, Terry Lancaster, Freeman Thomas, Regina Kilgore, Deb Owen, Nancy Hoard and Wayne Hoard 3. Approval of Previous Minutes: Johnny Vick moved, Dave seconded – minutes approved 4. Chair Notes/Announcements/Correspondence: None 5. Additions or Deletions to the Agenda: Kathy Antaya asked to have Fall Festival monies added to the agenda, approved. 6. Police Report: Officer Frantz was present. He discussed retail fraud increasing, which is typical for this year and what the dept is doing to combat that rise (more foot patrols). He stated he also noticed that there was a rise in vacant homes being broken in to. 7. Guest Speaker: Chris Lussier from City of Battle Creek, Community Development Dept (Highlights below) - $1.2 million urban housing/community block grant - >$200,000 grants for which Community Development helps manage and write - $1.5 million/year lead abatement grant through Medicaid, in 2nd year - Teacher housing/incentive grant funding through WKKF/BCPS grant, Community Development is helping manage these funds - Community Development wants to hear from the residents: What is working well? What do you want to see? - Chris Lussier provided maps that allowed us to see: o E-paint project mapped out in usage around the city o Median home sales around the city o City & NIBC funded projects mapped out around the city - The neighborhood Intel tool that was used in mapping the above will soon be available to city residents. - It was mentioned by present residents they are looking for: dog park, side yard parking enforcement and CODG dollars being spent within target area 8. Committee Reports: (Comments limited to 3 min per topic) a. School: None b. Code Report: Chris Lussier was present to supply code report and speak on the upcoming police academy (March), conversations around utilities and how to know if they are on/off, and code compliance’s responsibilities around utilities and violations. 9. New Membership & Renewal: Renewals of: Rebecca Runyon, Sara Schmanske, Joshua Fausey, Walt McIlory, Johnny Vick, Freeman Thomas, Steven Andrus and Catherine LaValley – this was tabled by Chair Robert Whitfield could make phone calls to members not present, asking about their interest in renewals. Sara Schmanske and Johnny Vick were present and asked to renew. 10. Beautiful Battle Creek Award/Nominations: Kristin Blood provided answer from Christina Newberry that the City would like to proceed with the houses we have now and pick back up when those addresses are exhausted/awarded. Discussion ensued around this topic. Chair Robert Whitfield commented that he wanted the city to know we would wipe the list clean, purge all the old addresses and start new. 5 Brizse Ave was nominated. Kristin Blood and then Kathy Antaya both mentioned that the houses currently on the list are addresses supplied by Sara and perhaps we should heed the City’s advice and move through the addresses and then pick back up when those have been exhausted. Agreed. No nomination for this month, waiting until list is empty to pick back up on nominations. 179 Lacey Ave will be nominated for Dec. 11. Old Business: Street in front of Finish Line Laundry will be repaired by MDOT, per Curtis. 12. New Business: - Church of Christ United now has a FREE food pantry to go with its free library out front. Any nonperishable food/items can be donated to fill the pantry. ULABA help enable this project. - Battle Creek Transportation Committee Study is going on. - NIBC holds $1800 that was used in the past for a parade and it was discussed using it for the Fall Festival. Some follow up with those who started the funds and NIBC needs to take place, updates to follow. Mentioned that there would be no need to apply for grants for the Fall Festival. A vote would need to be taken on this, Kristin Blood recused herself from the vote due to sitting on the NIBC board. 13. Nominating Committee: None 14. Public Service Comments from Commissioners: Commissioner John Griffin was present and discussed: Marijuana law that was just passed and went in to effect Dec 6. There would be time changes to City Hall: Dec 13th (long lunches), 20th public works and police records would have long lunches for office parties, 24th everything would be closed, 25th everything would be closed, 31st full blast closed – all else open. Commissioner John Griffin stated that there would be a one day delay on garbage pickup. It was also stated that 293 Columbia has been rezoned recently for a legal marijuana business. 15. Comments for the Good of the Order: (Comments limited to three (3) minutes per person) a. Public Comments: None b. Members Comments: It was mentioned that we as an NPC have had an active year: street clean ups and a great Fall Festival – THANK YOU to all o those who participated 16. Next Meeting: January 14, 2018 17.
