Call to Order & Welcome @ 7:00 p.m.—Kathy Antaya called the meeting to order. 2. Council officer nominations—None. (The Council can take nominations of officers after the City Commission certifies NPC 5 members at the Commission’s next meeting on October 18, 2022.) 3. Approval of Minutes—At the November 14, 2022, meeting, the Council plans to review the minutes of the following meetings February 10, 2020, March 9, 2020, September 12, 2022, and October 10, 2022, meeting. 5. Chair Notes/Announcements/Correspondence—None. 6. Additions or Deletions to the Agenda—None. 7. Police Report—None. 8. Guest Speaker—None. 9. Committee Reports (Comments limited to 3 min per topic)— a. School Report. Catherine LaValley reported the following regarding Battle Creek Public Schools: • The Board of Education meets the fourth Monday of each month. • It’s currently working on an Equality Impairment Statement. • BCPS is replacing the speaker system at C. W. Post field, which was last installed in 1962. • The [Varsity] Bearcats football team is 6 and 1 under the leadership of Coach Lorin Granger. • Pupil headcount day was most recently done last Wednesday, October 5. Headcounts are performed twice a year, on the first Tuesdays of October and February. • Investigation of the source of gunshots heard the evening of Friday, October 7, outside of C. W. Post Field are during the Battle Creek Central versus Kalamazoo Central game are ongoing. b. Code Report. See attached exhibits of NPC 5 neighborhood indicators, tax Indicators and code enforcement reports c. Beautiful Battle Creek Awards—None. d. Food Pantry—None. e. Library—None. 10. New Membership & Renewal—The City Commission is expected to certify NPC 5 members at its next meeting on October 18, 2022 11. Old Business—Kristin Blood states she needs help cleaning up the Bedford Road.right-of-way. 12. New Business—None. 13. Public Service Comments from Commissioners—Commissioner Gray reported that the Downtown Development Authority is working on an amendment to its existing Plan. She directed us to view, on YouTube, video of the October 4 City Commission meeting where Assistant City Manager Ted Dearing presented information about the amendment. This minutes taker formulated the following synopsis from that YouTube video: The amendment involves neither a change to the Authority plan’s boundary nor the length of its duration. It does change the Authority’s project list, which is several decades old according to Assistant City Manager Ted Dearing. The tax monies the Authority captures from the properties within its boundaries are available to fund projects on 1 NPC 5, OCTOBER 10, 2022, MINUTES  the list. That a project is on the list does not obligate the Authority to undertake the project. However, as new improvement needs within the district become apparent, it is important that those projects are added to the list periodically. Comments for the Good of the Order— a. Public Comments— State Rep. Jim Haadsma reported the following: • The State House last met on September 28, 2022, and it will next meet after the November election. • The State spent $1 billion of its $7 billion received from the federal government’s one-time stimulus grant. $846,000 of the $1 billion was spent on new job creation through Strategic Outreach and Attraction Reserve (SOAR) Fund. $250,000 went to scholarships for higher education, and police and fire protection. • He stated he expects the State house to have a Democratic majority after the November election. Lynn Ward Gray expressed that she was happy to be at the meeting, is running for Mayor of the City and would appreciate everyone’s vote. Hal Longman announced that the [Calhoun County] Tea Party [Patriots] will convene its [next] meeting on Thursday, October 27, 2022, at 6:30 p.m. at the American Legion post. Jack McCulley stated he is running as a candidate for Ward 1. He presented the Council with information on his background and the reason he chose to run this autumn is to “give back to the community.”. b. Member Comments—None. 15.
