Meeting called to order 7:05pm
Attendance: MEMBERS: Sharlene VanLuven, David Moore, Kathy Antaya, Kristin Blood, Pal Sajtar,
Robert Whitfield, Heather Stratton, Sara Schmanske, Roger Ballard, Terry Lancaster, Catherine LaValley

Approval of previous minutes July 10, 2023 - Motioned by Heather Stratton, supported by Roger
Ballard, no discussion, approved by majority vote
Chair Notes/Announcements/Correspondence covered how minutes are processed with city staff
(timeline), DPW recycling material (provided), quarterly mailings of City and DPW (provided) To reach

Police Report: Officer Rose reviewed the police report (provided) and discussed an uptick in car thefts
(focusing on Kia), Q&A focused mainly on speeding on Bedford
No guest speaker
Committee Reports: SCHOOL: Cathy LaValley spoke about the construction at BCPS 5 schools being on
time and under budget, she discussed the calendar for the district and upcoming events; answered
questions regarding teacher raises CODE: Erric Morris reviewed the code report and reinforced the
need to keep lawns mowed. FOOD: Roger Ballard stated the food and clothes pantries are still open
(80 visitors/week) No Library or Nominating committee reports
New membership and renewals - Kathy Antaya discussed the process for present guests (encouraged
all to join)
Beautiful Battle Creek Award: Sara nominated 1177 W Michigan Ave due to their timely improvements
and uplifting a house that was to be demolished
Old Business: Terry Lancaster asked about Main St bridge (Kathy and Roger follow up)
New Business: Discussion about new donut store, new chocolate shop and Olive Garden
Commissioner Comments: Roger Ballard discussed fixed sidewalks on MI (state fixed) will follow up on
sidewalk on Bedford
Public Comments: Guest brought up the request for a quiet zone on Bedford, banning engine
breaking within city limits. Discussion around motorcycles congregating at Shell gas station on
weekends.
Member Comments: Paul Sajtar thanked police for hard work. Robert Whitfield asked about honorary
members for past members. Roger Ballard mentioned the styrofoam collection Sept 6 at DPW. Kristin
Blood asked commissioner about Tuesday agenda and commented on bee/quail/duck surveys.
Rober Whitfield made a motion to make Carl Brockman an honorary NPC #5 member pending city
approval. Supported by Paul Sajtar. No Discussion. Approved via vote.
