Meeting Minutes URBANDALE NEIGHBORHOOD PLANNING COUNCIL – NPC 5 (Christ United Methodist Church, 65 Bedford Rd) November 13, 2023 @ 7:00 p.m. Minutes as taken by Kristin Blood 1. Call to Order & Welcome @ 7:02 p.m. 2. Attendance Members:Curtis Roberts, Sharlene VanLuven, David Moore, Kathy Antaya, Kristin Blood, Patricia Graw, Patty Poole-Gray, Paul Sajtar, Robert Whitfield, Otto Olson, Nancy Hoard, Heather Stratton, Sara Schmanske, Roger Ballard, Joanna Hacker Guests: Tanya Asher, David Noaeill, Paula Noaeill, Jim Haadsma City: Cecil “officer” Rose, Eric “code” Morris EXCUSED:Fred Bachman, Catherine LaValley 3. Approval of Previous Minutes: August 14, 2023 Minutes - Moved by Paul S, Supported by David M. Passed by vote 4. Chair Notes/Announcements/Correspondence: Chair confirmed membership has been approved for Joanna Hacker 5. Additions or Deletions to the Agenda: None 6. Police Report: Officer Rose was present and discussed provided police report, recent traffic blitz, operation nighthawk, speed limit signs on Bedford (owned by MDOT), the uptick in retail fraud and counterfeit money. Q&A with those present at the meeting. 7. Guest Speaker: NONE 8. Committee Reports: (Comments limited to 3 min per topic) a. School: Patty P-G stated that Northwestern will open in 2025 b. Code Report: Eric M. was present for comments and Q&A e. Nominating committee: Chair explained the process for nominations. Curtis R moved to keep positions as is with Kathy A as Chair, Cathy L as Vice Chair and Kristin B as secretary. Pat G. supported it. Discussion left open until further nomination in December and voting. 9. New Membership & Renewal: Chair discussed terms and city plan to stagger in the future. 10. Beautiful Battle Creek Award/Nominations: 30 Brizse Ave due to the new roof and paint 11. Old Business:Sara S. followed up on recycling batteries at DPW - Lowes might be best immediate answer or the household hazardous waste events held yearly in the city. Sara S also followed up on the christmas lights being fixed on Michigan Ave and Hillcrest. 12. New Business: Chair mentioned that the Parks and Rec master plan is available and the city is seeking public input. PRIDE is hosting a free dinner the Friday (24) after Thanksgiving at Christ United Methodist Church from 6-8pm. 13. Public Service Comments from Commissioners: Commissioner was please about the traffic blitz, commented about possible incoming restaurants and provided guidance on street light repairs (please report needed repairs to consumers: https://streetlights.consumersenergy.com/) State Representative Haadsma was present: recapped the quantity of bipartisan bills passed in the 2023 session, gave the end of the session for the year and highlighted and accomplishments of 2023 for the legislative body. Q&A took place where solar/wind farming was discussed. 14. Comments for the Good of the Order: (Comments limited to three (3) minutes per person) a. Public Comments: None b. Members Comments: Curtis R mentioned that Consumer Electric is working hard with ULABA to be ready for Christmas lights. David M stated that this Sat (18) is a swiss steak dinner at the church, 5pm cost $15, Roger B commented that Speeds has sold the building to Johnny’s and has considered opening elsewhere in Urbandale. Joanna H. suggested residents try BC Burger that newly opened on Michigan. 15. Next Meeting: 7 pm, December 11, 2023, 65 N. Bedford Rd 16. Adjournment: 8:11PM
