1. Call to Order & Welcome @ 7:02 p.m.
2. Attendance [Member (M) Guest (G) City Rep (C)]: Fred Bachman (M), Roger Ballard (M),

3. Approval of Previous Minutes: Pat G moved to accept November minutes. Dave M
supported. Noted previous minutes needed to be updated 8.e. Spelling Cathay to Cathy. 12.
LGBTQ+ to PRIDE. 14.b. Sold business to sold building.
4. Chair Notes/Announcements/Correspondence: Refreshments provided. Maps of the NPC
are available. Commission meeting schedule available. BCATS available.
5. Additions or Deletions to the Agenda: Cathy L proposed to add elections to agenda item 8.e.
Heather S supported it. Approved via vote.
6. Police Report: Officer Rose present and covered provided police report. Discussed the
logging of business checks and described what open/closed business checks are. Discussed
citizen’s police academy dates in Jan 2024. More information can be

7. Guest Speaker: NONE
8. Committee Reports: (Comments limited to 3 min per topic)
a. School: Cathy L discussed BCPS winter break Dec 25-Jan 5, sports that are currently
happening, concerts and a recent fish fry that was well attended at Northwestern. Construction at
Springfield MS is 90% complete and construction at Northwestern is 40% complete. There is a
need for bus drivers within the BCPS district. Q&A regarding Urbandale Elementary School
b. Code Report: NONE
c. Food Pantry/Clothing Closet: Well attended, there is a community need
d. Library: Working with the library to see if participation can begin again.
e. Elections: Roger B ran elections. No nominations were received from the floor. Fred B moved
to close nominations. Cathy L supported. Passed via vote. Curtis R moved to approve all
nominations (Kathy A for Chair, Cathy L for Vice Chair, Kristin B for Secretary) at once. Joanna
H supported. Passed via vote. For 2024 officers for NPC #5 will be Kathy A Chair, Cathy L Vice
Chair, Kristin B Secretary
9. New Membership & Renewal: None
10. Beautiful Battle Creek Award/Nominations: Sara Schmanske proposed 27 Woodlawn
Ave S. They have many inflatables making their house festive for this time of year.
11. Old Business: Kathy A brought up the 2024 meeting schedule and discussed attendance
trends for which months had less attendance. Roger B moved to skip meeting in June and
December of 2024. Pat G supported. Passed via vote. Pat G mentioned that the house on Hinman
and Willard had cleaned up their yard and commended the city for helping facilitate the clean up.
Kathy A asked for help in designing a flier/handout to encourage more neighbors to join the
NPC.
12. New Business: Pat G mentioned that the Firehub was closing. Officer Rose confirmed this,
stating that the pantry would stay open. Pat G also mentioned there is a new thrift store in the
Urbandale Plaza.
13. Public Service Comments from Commissioners: Commissioner Roger B Discussed his
experience in the citizen’s police academy. He also mentioned the Human Relations board is
seeking to form an oversight board for the BCPD, with a possible 7 slots.
14. Comments for the Good of the Order: (Comments limited to three (3) minutes per
person)
a. Public Comments: Carl Brockman asked about Manson St Bridge and any progress to be
made. He was encouraged to reach out to city engineers. Mario T had Kathy A read a prepared
statement about patrons who disrupted his business and left without paying for their large meal.
Discussed best course of action for him if it happens again.
b. Members Comments: Cathy L mentioned that the Heritage quiz bowl will be coming up Feb
17 10a-230p at BCHS. Roger B stated there is a community dinner at CUMC Friday from 5-
7pm. Pat G thanked the board for their time served and future service.
15. Next Meeting: January 8, 2024 @ 7pm
16. Adjournment: Fred B moved to close the meeting. Dave M supported. Passed via vote. @
