URBANDALE NEIGHBORHOOD PLANNING COUNCIL (NPC #5) (Christ United Methodist Church, 65 Bedford Rd) Monday, March 11, 2024 at 7:00 p.m. MEETING MINUTES 1. Call to Order & Welcome: 7:04PM 2. Attendance: Kathy Antaya (m), Fred Bachman (m), Roger Ballard (m), Kristin Blood (m), Patricia Graw (m), Joanna Hacker (m), Nancy Hoard (m), Catherine LaValley (m), David Moore (m), Curtis Roberts (m), Sara Schmanske (m), Heather Stratton (m), Sharlene VanLuven (m), Robert Whitfield (m), Cecil Rose (c), Dennis Shedd (g), Carl Brockman (g), David Noaeill (g), Paula Noaeill (g), Eric Morris (c), Michael McCullough (g), Mario Talaera (g), Bernadette Llewelyn (g), Dan LaValley (g) 3.Chair Notes/Announcements/Correspondence: No quorum for Feb meeting no official business was able to be approved therefore March meeting will cover Feb business. BACAAR home buyer workshop is taking place April 11, July 31 and Oct 22 with dinners being provided. 4. Approval of Agenda (Additions or Deletions): Chair K. Antaya proposed that there be no school, no food, no nominating committee reports and no membership discussion during March meeting to ensure proper time for guest speaker. J. Hacker supported the proposal, H.Stratton seconded the motion. Discussion: K. Blood reminded guests in attendance if they wanted to become a member to mention it after the meeting to take up at a future meeting. Passed via unanimous vote. 5. Approval of Previous Minutes (Additions or Deletions): K.Blood moved to approve both Feb and Jan meeting minutes. F. Bachman supported. No discussion. Passed via unanimous vote. 6. Police Report: Officer C. Rose was present to discuss the provided police report. He did mention there has been an uptick in larceny. There was a time for Q&A with Officer Rose. 7. Guest Speaker: Mac McCullough, Willard Library : Mr McCullough discussed provided programming calendar and took ample time to answer library questions and to cover current and future programming. Mr. McCullough also described and promoted Conversation Cafes. Discussion was had around the premise of the Cafes and literature was provided for the framework of the Cafe. Interest was expressed in hosting a Cafe for the Urbandale area. The issue was tabled for the April meeting with the idea that the NPC would pick a date for the Cafe and the library would assist in marketing it. 8. Committee Reports: Comments limited to 3 min per topic (b)Code Report Eric Morris provided and discussed the code report for the NPC boundary. There was a time for Q&A with Mr. Morris. (c)Beautiful BC Award Chair K.Antaya confirmed the February Beautiful Battle Creek Award address was 106 Barney Blvd. S. Schmanske nominated 39 Barney Blvd for the nice job they have done by cleaning up the exterior of the home. P. Graw supported the nomination. C.LaValley seconded the support. Discussion. The criteria was discussed with Mr. Morris. There is no written criteria for homes being nominated. Passed via unanimous vote. 10. Old Business: (3 Minutes Per Topic) None 11. New Business: (3 Minutes Per Topic) April’s Guest Speaker is Cheryl Roberts, Senior Ambassador, on the Calhoun Co. Senior Millage benefits for residents. Chair K. Antaya purposed that April 27th from 10a-12p be the Annual Fell Park Clean Up. There was no disagreement with this schedule. It was agreed upon to have the park clean up on the proposed date with city support. D. Moore mentioned that there would be steak dinner 3/16 for a cost of $15 from 530-7p 12. Public Service Comments from Commissioners: Commissioner R. Ballard was present and mentioned his recent tour of the Double Tree (former McCamly). The city’s youtube channel and mayors minute was mentioned and encourage to watch. There was Q&A regarding the Olive Garden, Speeds and old KMart property. 13. Comments for the Good of the Order: Comments limited to three (3) min per person (a) Public Comments: C.Brockman mentioned that the trees and brush that were cut down on Jackson still need to be cleaned up. It was mentioned that the city has received a grant to plant 500 new trees in that area. S. Schmanske discussed the garbage and large chunks of concrete on the hill behind homes on Jackson street. It was suggested that public comment be made to the commission for issues like this. N.Hoard mentioned that the sirens during the recent tornado warning did not go off. It was mentioned that the city was aware and working with the state government. It was also discussed how the snow trucks are flying on Bedford and flinging snow excessively on mailboxes and yards. Street gutters on Kellogg and Bedford are clogged and causing flooding in the streets. Residents were encouraged to call DPW or MDOT regarding clogged drains. (b) Members Comments: R.Whitfield stated that he and some members from his church spoke with the tenants at the home on Hinman and Willard. Commissioner R. Ballard commented about his conversation with the tenant and the current clean up in the yeard. 14. Next Meeting: April 8, 2024 @ 7pm 15.
