MEETING MINUTES URBANDALE NEIGHBORHOOD PLANNING COUNCIL – NPC 5 (Christ United Methodist Church, 65 Bedford Rd) Second Monday @ 7:00 p.m. MINUTES August 12, 2024 1. Call to Order & Welcome @ 7:02 p.m.: (Invocation/Moment of Silence) 2. Attendance [Members (M): Roger Ballard, David Moore, Sharlene VanLuven, Heather Stratton, Kathy Antaya, Paul Sajtar, Otto Olson, Sara Schmanske, Nancy Hoard, Curtis Roberts, Kristin Blood Guests (G): David Noaeill, Paula Noaeill, Martin Miranda (Consumer Energy), Cheryl Roberts, Sara Gorham, DeWayne Gorham City Reps (C)]: Eric Morris (code), Cecil Rose (BCPD), Darcy Schmitt (City of BC) EXCUSED: Robert Whitfield, Terry Lancaster, Fred Bachman 3. Approval of Previous Minutes: Roger B. moved to approve the minutes. Paul S. supported the movement. No discussion. Passed unanimously. 4. Chair Notes/Announcements/Correspondence: Kathy A noted that we would have two guests speakers and adjust the agenda to accommodate both. 5. Additions or Deletions to the Agenda: Will by-pass school, food, library and nominating committee due to dual speakers. 6. Police Report: Officer Rose was present and provided and discussed police report for our area. Highlighted the increase in thefts, motorcycle traffic on Bedford and the impact the update on the juvenile facility is having on offending juveniles and placement. Q&A with those who were present. 7. Guest Speaker: Darcy S (with the City of BC) was present and provided documentation to discuss the special use permit requested by 1439 W Michigan, Johnny’s gas station. The will be updating the location to include more pumps, a more modern look, expanded convenience store, additional parking, shifted entry and exit, no car wash will be present. This special request permit will go before the planning commission on August 28. Q&A with Darcy and those who were present. Martin M (with Consumers Energy) was present to discuss the home energy audits provided by Consumers to all energy customers. They will come in to your home to identify sources of energy waste and have special support programs for lower income families. There is targeted help Consumers can provide, as well as other energy providers such as Semco gas. (i.e. gas leak checks, carbon monoxide contamination, etc.) Q&A with Martin and those who were present. 8. Committee Reports: (Comments limited to 3 min per topic) a. School: none b. Code Report: Eric M was present and discussed provided NPC 5 code report. No Q&A. c. Food Pantry: none d. Library: none e. Nominating committee: nine 9. New Membership & Renewal: Kathy A has followed up on membership with some members. 10. Beautiful Battle Creek Award/Nominations: None 11. Old Business: None 12. New Business: Kristin B mentioned that a bank is moving in at the old Chemical Bank location, they have hiring signs up. Cheryl R. mentioned that August 14th is senior day at the fair. 13. Public Service Comments from Commissioners:Roger B (Commissioner) was present and highlighted (with feedback from Kathy A) the Fell Park forestry management that was recently discussed at a commission meeting. The commission meeting for this month was moved to August 13 due to voting on the previous date of August 6th. 14. Comments for the Good of the Order: (Comments limited to three (3) minutes per person) a. Public Comments: Chery R asked about the city dept pop up event taking place at Fell Park on Thurs from 11a-2pm. Paula N. uplifted the great working being done by Habitat for Humanity in the Urbandale area on a local home. b. Members Comments: David M. reminisced about his history in Urbandale. 15.
