Minutes of the September 8, 2014 Meeting
Call to Order: The meeting was called to order at 6:30 PM by Linda Morris.
Members Present: Kingery Clingenpeel, Laura Clingenpeel, Susan Cooley, Sallie Massa, Durward McCleary,
Linda Morris, Cindy Snyder, Robert Snyder, Sally Wytko, Harry Zimmerman
City Officials: Planning Supervisor Christine Zuzga, Community Development Manager Chris Lussier
Citizens Present: Jodi Freeze
Approval of the Minutes: The minutes for May 2014 were approved. Motion by L. Clingenpeel/K.

Linda Morris distributed the BCATS Updates Participation Plan.
Chris Lussier from the City Development Department distributed the Community Development Snapshot,
discussed the focuses of the department, and how our city funds are spent throughout the community. He also
reviewed some of the Five Year Consolidated Plan including funding, housing rehab and demolition, data and
indicators, and neighborhood comparisons. Questions were entertained.
Planning Supervisor Chris (Hilton) Zuzga distributed the Code Compliance Report covering May 3 to Sept. 8.
She talked about the departments initiatives involving best practices and redevelopment. They are setting the
foundation for the Master Plan and studying where to focus city dollars.
Old Business: Linda reported on the focus group meeting which she attended on August 25th for NPC chairs.
There will be another meeting on Sept 29.
New Business:
Members asked about a completion date for the Beckley Rd. bridge project, and the striping of Helmer Rd.
south of Beckley. Questions were also raised about potholes and who should be called in the city to ask for
their repair.
Susan Cooley inquired about the zoning uses for the 10 acres for sale on the corner of Beckley and Minges Rd.
Cindy Snyder reported on the June 2nd Joint NPC meeting.
There was some discussion about a name change for our council. ///we decided that we would like to retain the
current name: Rural Southwest Neighborhood Planning Council.
Kingery Clingenpeel volunteered to help with Kindness Day preparations.
Durward McCleary discussed the possibility of having a neighborhood picnic. Further discussion on this will
take place at a subsequent meeting.
Bob and Cindy Snyder, Kingery and Laura Clingenpeel offered to serve on a nominating committee for our
November election of officers.
A motion to adjourn the meeting was made by L. Clingenpeel/L. Morris at 8:00 p.m.
Next meeting: Tuesday, October 14, 2014 at 6:30 pm at Southside Bible Church
