Minutes of the May 13, 2014 Meeting
Call to Order: The meeting was called to order at 6:30 PM by Linda Morris.
Members Present: Kingery Clingenpeel, Laura Clingenpeel, Susan Cooley, Durward McCleary, Linda Morris,
Cindy Snyder, Robert Snyder, Rex Winslow, Shelby Winslow, George Wytko, Sally Wytko, Harry Zimmerman
City Officials: Planning Supervisor Christine Hilton, City Commissioner Mike Sherzer, BCPD Officer Scott
Marshall
Approval of the Minutes: The minutes for April 2014 were approved. Motion by L. Clingenpeel/B. Snyder.
Planning Supervisor Chris Hilton distributed the Code Compliance Report. Durward Mc Cleary thanked the
city and the owner of the property at Sonoma and Beckley for resolving the shrub issue which prevented a clear
vision for drivers at this corner. Linda Morris asked if the city is able to expedite the sale of abandoned
property on Sonoma. Chris stated that they cannot accelerate the sale. However, they do make periodic checks
on the property.
Scott Marshall distributed the April 8 to the 30th, 2014 Crime Search Report. He discussed his professional
background and primary assignments (property crime unit and meth unit). He also talked about the new
reporting system used by the department and the data base system used for pawn shops. The Police Grid Cells
map near our NPC was distributed. This map shows the police assignment for the area closest to our NPC. In
addition he reinforced the need to have our windows and doors locked and not become too complacent, and he
reminded us to ask door to door sales people for their permit to sell in the city. Susan Cooley had concerns
about a man and a woman who come from one of the motels and then walk into a field near her house and sit
and talk. The police will try to investigate if called when this occurs. Officer Marshall’s phone number is 966-
3306, voice mail # 2104 and dispatch is 781-0911. For non-emergency issues press #1.
Mike Sherzer discussed the search for a new city manager sharing the timeline and meeting dates, survey and
process, and scope of work for the consultant hired to facilitate the process.
New Business: Linda shared an email about Neighborhood Planning Council leadership training opportunities
in August and December. Members were asked to let her know if they are interested. We also briefly discussed
the Beautiful Battle Creek Award.
A motion to adjourn the meeting was made by B. Snyder/S. Winslow at 7:40 p.m.
