Minutes of October 13, 2015 Meeting
Call to Order: The meeting was called to order at 6:30 PM by Chair Linda Morris.
Members Present: Sallie Massa, Durward McCleary, Linda Morris, Cynthia Snyder, Robert Snyder, Rex Winslow,
Shelby Winslow, Harry Zimmerman. (Quorum present.)
Members Excused: Kingery Clingenpeel, Laura Clingenpeel, Susan Cooley, Robert Harland, George Wytko, Sally
Wytko.
City Officials: Planning Supervisor Christine Zuzga, BCFD Chief Dave Schmaltz, BCPD Chief Jim Blocker,
Commissioner David Walters, Commissioner Jeff Domenico, BCPD Officer Craig Kidney.
Approval of the Minutes: The minutes of the September 8, 2015 meeting were approved. Motion by D.
McCleary/S. Winslow.
Public Service Announcements: Chief Blocker/Chief Schmaltz outlined upcoming Community Conversations
re upgrade/expansion of Police/Fire Departments infrastructure. Tours open to the public on Oct. 22 (4:00-8:00
PM); Oct. 23 (9:00-11:30 AM; 2:00-4:30 PM); Oct 24 (Noon-2:00 PM); Oct 30 (9:00-11:30 AM; 2:00-4:30
PM) at the
Police Department and all Fire Stations.
Commissioner Walters announced that he is running unopposed for 5th Ward City Commission seat. Tea Party
Candidate Forum with all candidates present will be held on Oct. 22 at 6:00 PM at Kool Family Community Center.
Outlined Commission proposed Priority Based Budgeting upon suggestion by outgoing Commissioner
Domenico.
Commissioner Domenico thanked NPC members for past support. He hopes to still be in involved in future City
initiatives such as Columbia Avenue development. NPC members expressed regret that he chose not to
continue as our 5th Ward Commissioner and applauded his service to the community.
BCPD Officer Craig Kidney introduced himself and outlined BCPD Crime Report. He didn’t bring distribution
copies for NPC members but will do so for future meetings.
Chair Morris announced receipt of telephone call from Kaytee Faris of candidacy for At-Large Commissioner in
upcoming election. Ms. Faris was unable to attend meeting due to bad cold. If elected, Ms. Faris requested
copies of NPC 9 monthly minutes (email: <kayteefaris@gmail.com>)
Public Service Report: Chris Zuzga distributed Code Compliance Report and Master Plan Workshop information
for City wide meetings. NPC 9 will host Master Plan Workshop at Department of Public Works multi purpose
room located at 150 South Kendall Street on November 10, 2015 @ 6:30 PM as part of our regular meeting
schedule.
Old Business: Discussion re Lois Drive Berm and the need to come up with plan for cleanup.
New Business: Chair Morris announced South Side Bible Church Pastor Brown advised NPC 9 could no longer
meet at church and requested return of key. (Per request, the key was left on the back counter at end of
meeting.) New meeting location will be searched for. Shelby Winslow asked about ongoing non-maintenance
problem with Advantage Physical Therapy grounds. Chris Zuzga advised city crew recently did mowing and
the site will be monitored. Chris Zuzga will check on proposed use of property on SW corner of Lois
Drive/Capital Avenue in response to NPC member inquiry.
Chair Linda Morris appointed Cindy Snyder and Laura Clingenpeel to the 2016 NPC officers’ nominating
committee.
