Rural Southwest Neighborhood Planning Council St. Peter Lutheran Church Minutes of the January 9, 2018 Meeting Call to Order: The meeting was called to order at 7: 00 pm by George Wytko. Members Present: Kingery Clingenpeel, Laura Clingenpeel, Bob Harland, Cindy Snyder, Robert Snyder, Shelby Winslow, George Wytko, Sally Wytko, Members Excused: Rex Winslow City Officials Present: Officer Tom Burke, BCPD; Chris Zuzga, Battle Creek Planning Director; Jenny Mualhlun, BCPD Guests Present: Federico Conde, Steffy Conde, The Ridge residents Rodney Maurer, representing Summit Development Group Approval of the Minutes: The minutes November 14, 2017 were approved as printed. Motion by B. Snyder/Shelby Winslow City Staff Updates:  Officer Burke distributed the Foot Patrol/Traffic Stops, and the Part 1 Crimes reports for the months of November and December in the Rural Southwest. He reminded us to always call the department if we see people walking in our neighborhood that do not seem to be neighbors. He cited incidents of people stealing mail, and a large number of accidents on Helmer Rd.  Jenny Mualhlun distributed information and applications, and discussed the upcoming BCPD Citizens Police Academy.  The Battle Creek Area Transportation Study for December, 2017 was distributed. Old Business:  Motion to accept the resignation of Linda Morris from NPC 9. (Bob Harland/Bob Snyder) It was noted that Linda served the NPC well, and for many years. Thank you Linda.  Motion to renew the memberships of Kingery Clingenpeel, George Wytko, and Sally Wytko. (Laura Clingenpeel/Bob Snyder). Harry Zimmerman has indicated that he no longer wishes to serve on the council. New Business:  The NPC agreed to cancel its February meeting  Rezoning request: Chris Zuzga explained the definition of a Conditional Zoning request. Rodney Maurer, a representative of Summit Development Group, discussed the Conditional Zoning request for five lots at The Ridge at Cedar Creek on Stone Jug Road. The request is to develop a variety of duplexes, three-flexes, and single condos on these five parcels. George Wytko shared comments he received via an email, and a phone call from two of the residents of The Ridge. Comments were also made by several residents in attendance. In summary, while there was recognition of the financial need of the developer to add condos to this housing development, residents feel that Mr. Kiefer who is requesting the rezoning, does not always follow through with previous commitments to enhance the development. Examples are a properly landscaped pond, a gazebo for community gatherings, and a putt-putt golf area. This leads to a concern about overall maintenance. All residents agreed that they built their homes with the understanding that the development would be rural, quiet and less dense than other developments. Two of the families who either contacted George or were in attendance expressed opposition to the rezoning request. The same two families expressed concern about losing property value. One family is not opposed to the development. Three of the six families who were notified of this meeting/discussion, did not respond. The meeting was adjourned at 8:10 p.m. Motion by S.
