City of Battle Creek Sustainable BC Committee 150 N. Kendall St Room 204 Battle Creek, MI Wednesday, December 7 , 2016 4:00 p.m. Members Present : Comm. Faris, Tiffany Welsh, Kurt Tribbett, Susan Anderson, Comm. Helmboldt Members Absent : Christine Kosmowski, Comm. Faris called the meeting to order at 4:00pm, noting a quorum was not present. Public Comment : Melinda Antell from Waste Management introduced herself and will give an update at the end of the meeting on the recycling cart program. Approval of Minutes : A quorum was not available to approve minutes. Additions or Deletions to the Agenda : There were none. Member Updates/Reports: City Energy Efficiency : Kurt Tribbett shared that on December 20th there will be a final meeting with Consumers Energy to go over possible savings of 37% in energy at the Water Plant on the pumps. We have received our Water Model Study done by Jones & Henry where they evaluated pressures and have that modeled on a computer so that we can see what potential changes could be made that may lead to savings and efficiency. A secondary project is going on at Waste Water which uses air and oxygen to control active bugs and clean out the system. Mr. Tribbett stated that the consultant is willing to come to a future meeting and do a presentation. Committee members agreed they would like to have them invited to a future meeting. Chris Dopp stated this is a very high tech sensor system and would have a great savings on energy and chemical usage. Environmental Programs Update : Tiffany Welsh stated the 2017 calendar with events including the Children’s Water Festival is now available. The preparations for the 2017 Children’s Water Festival are still on going. Ms. Welsh noted that work is being done with Waste Management regarding mattress disposal in the area. This is becoming a Code issue because of bed bugs as well as a snow plowing issues. Waste Management does require they be wrapped in plastic due to the bed bugs. The Communications Department, Code and Streets Departments are currently working together to educate the community on proper disposal. Ms. Welsh will get additional information from Waste Management on where folks can get the plastic to wrap them up. Ms. Welsh noted that yard waste pick-up ended last week and Christmas pick up will begin soon. Ms. Welsh stated we will be applying for a State tire grant hoping to have a residential collection in April and June of 2017. Also a reminder that Brice Pitt is open Monday-Friday from dawn to dusk for residents to dump leaves. City Commission updates : Comm. Faris stated they have been going over the LEED information for the Police Station which will be discussed today. Old Business : Comm. Helmboldt introduced Tom Beuchler from Schweitzer Construction to give a presentation on LEEDS certification for the new Police Station. 1 Mr. Beuchler addressed what would be involved and what the potential additional costs would be, noting the pros and cons associated with building to LEEDS standards. Comm. Helmboldt reviewed a memo with requirements of credits the City would need to qualify for LEEDS certification, noting that many of these are already designed into the building. The City already has designed for 20 credits; however, would need to achieve 41 credits to obtain basic certification. Daniel Redstone stated the current building as designed is relatively efficient and sustainable. We would have to redesign many things to develop a more stringent mechanical electrical system to meet LEEDS standards. Noting that to comply with LEEDS standards would require additional engineering and design which would result in additional costs and time delays. Mr. Beuchler explained the process of obtaining additional points. Mr. Redstone mentioned a big advantage is the reusing of the wood chip boiler in the new building which provides additional sustainability. Mr. Redstone stated the building is designed to be as energy efficient as possible and stay within the budget. Mr. Beuchler stated they bid alternates on all projects but these would require additional engineering. The estimated costs to redesign and build could be as much as $300,000. Mr. Beuchler also stated that the current design does not incorporate the Green Roof that is currently on the Police Station. Comm. Helmboldt mentioned the possibility of repurposing the Green Roof in another area of the community in the future has been discussed. Mr. Redstone noted that they have designed this building to last 40-50 years before things will start to not meet standards and need updates. Chris Dopp will be put on a future agenda to make his presentation. The Committee offered suggestion on moving forward with LEEDS certification. Ms. Welsh stated that the design should use best practices and still be aware of the budget. Mr. Redstone mentioned they are talking about developing a place to display art on the outside of the building to give residents a feeling of community. Comm. Helmboldt noted they are also looking at the old space and what should we do there. The entire campus including the river front and linear path. Mr. Redstone stated the new site will have minimal landscaping due to it being a tight fit, they are looking more at the old sight for green space and landscaping. Mr. Beuchler stated that the storm water management plan has not yet been submitted. The current design includes an insulated TPO roof with reflective material and tapered insulation that slopes to drains. Also included are sunscreens over the windows that face the south. Comm. Faris stated that her biggest concern is not putting the plaque on the wall, just that we be as efficient as possible. Ms. Welsh asked that everyone read the updated Sustainability Plan and submit ideas via email. Jacob Schacht shared the he been assigned to this Committee and will help with processes of planning as the representative from the City Manager’s office. New Business: Nothing at this time. 2 Member Comment/Announcements : Melinda Antell of Waste Management gave an update on recycling in the City since the new carts rolled out. We have done 431 more tons since the new cart role out. This is a significant increase. There have not been significant contamination concerns. Next Meeting : The next meeting of the Sustainable BC Committee is scheduled January 4, 2017 at 4:00 p.m. at the Department of Public Works in Room 204.
