CITY COUNCIL MEETING MINUTES Tuesday, April 02, 2024 at 7:00 PM Baxter City Hall, 13190 Memorywood Drive, Baxter, MN “A Growing Community” CALL TO ORDER Mayor Olson called the meeting to order at 7:00 p.m. ROLL CALL Mayor Darrel Olson and Council Members Connie Lyscio, Zach Tabatt, Jeff Phillips, and Mark Cross were present. Assistant City Administrator Kelly Steele, Parks and Trails Supervisor Alex Hondl, Public Works Director Trevor Walter, Community Development Director Josh Doty, Finance Director Jeremy Vacinek, and Police Chief Jim Exsted were present. PLEDGE OF ALLEGIANCE All joined Mayor Olson in reciting the Pledge of Allegiance. PRESENTATIONS 1. Annual Camp Ripley Presentation Colonel Fink presented an annual update on Camp Ripley’s operations. ADDITIONS OR CHANGES TO THE AGENDA None. PUBLIC COMMENTS - Comments received from the public may be placed on a future meeting agenda for consideration. None. CONSENT AGENDA - The following items are considered non-controversial by staff and are recommended to be read and passed in one motion. Any council person, staff, citizen, or meeting attendee can request one or more items be pulled from the Consent Agenda and the item will be pulled and addressed immediately after the passage of the Consent Agenda; otherwise, the following items will be passed in one motion: 2. Approve City Council Special Minutes from March 14, 2024 3. Approve City Council Work Session Minutes from March 19, 2024 4. Approve City Council Minutes from March 19, 2024 5. Approve the Payment of Bills and Finance Report (Addendum A) 6. Approve Amendment to Costco’s Liquor License to Allow Liquor Sales in the Expanded Liquor Store Area 7. Accept the Parks and Trails Commission Meeting Minutes from March 18, 2024 9. Approve the Special Utilities Commission Minutes from March 20, 2024 10. Approve the Thein Well Company quote in the amount of $120,000 for the 2024 Well Rehabilitation Project. 11. Approve the SEH Professional Services Contract in the Not to Exceed Amount of $7,500.00 for the Water Capital Asset Management Plan (CAMP) 2024 Update 12. Approve the SEH Professional Services Contract in the Not to Exceed Amount of $64,800.00 for the 2024 Water System Hydraulic Model Update and Water System 20-Year Use Projections 13. Approve the SEH Professional Services Contract in the Not to Exceed Amount of $24,900.00 for the 2024 Preliminary Aquifer Evaluation 14. Adopt Resolution 2024-026 Declaring Cost to be Assessed and Ordering Preparation of Proposed Assessment for the 2024 Mill & Overlay and Full Depth Reclamation Improvements Project Municipal Project No. 4424 15. Adopt Resolution 2024-027 for Hearing on Proposed Assessment for the 2024 Mill & Overlay and Full Depth Reclamation Improvements Project Municipal Project No. 4424 16. Approve Playset Replacement at Loren Thompson Park in the amount of $156,739.90 17. Adopt Resolution 2024-028, Authorizing Adoption of a Reassessment of Certain Properties for the Cypress Drive and Douglas Fir Drive Improvement Project, City Project 4087 MOTION by Council Member Cross, seconded by Council Member Tabatt to approve the consent agenda. Motion carried unanimously. PULLED AGENDA ITEMS None. OTHER BUSINESS 18. Approve City of Baxter Dog Park Study and approve the Clearwater site between Inglewood Drive and Grand Oaks Drive for the Dog Park Location Community Development Director Doty introduced Widseth consultant Jillian Reiner. Ms. Reiner presented the dog park study to the council. At the conclusion of the public process, the parks and trails commission recommended approval of the Clearwater site between Inglewood Drive and Grand Oaks Drive as the location for the dog park. The total cost to construct the dog park will depend on the site that is selected and will be based on the final design. Costs to construct the dog park are planned to come from the city’s park dedication fund. Council Member Phillips inquired if the study and the selected dog park site can be split into separate motions. Community Development Director Doty explained the council can approve the study separately and then the next step would be to select a site. 4/2/2024 City Council Meeting Minutes Page 3 MOTION by Council Member Lyscio, seconded by Council Member Tabatt to Approve City of Baxter Dog Park Study and approve the Clearwater site between Inglewood Drive and Grand Oaks Drive for the Dog Park Location. Motion carried with Council Members Tabatt and Lyscio and Mayor Olson voting yes and Council Member Phillips voting no. Council Member Cross abstained. People from the audience asked various questions about the city and dog park. Council Member Lyscio explained the dog park will be constructed very well. 19. Approve City of Baxter Oscar Kristofferson Park Masterplan Study Community Development Director Doty explained this past September the council approved an agreement with Widseth to complete a masterplan study of Oscar Kristofferson Park. Jillian Reiner, with Widseth, explained the study evaluated the goals and expectations for the park and developed preliminary concept plans. Public input on the study was received. The parks and trails commission recommended approval of Option C with a double court surface in the northeast corner of the park, two additional batting cages and a hockey rink planned as a multi-sport surface. Public Works Director Walter explained the park study provides a timeline for when proposed improvements will be implemented. Community Development Director Doty explained the study does not make any promises on a timeline of when the plans will be constructed. MOTION by Council Member Lyscio, seconded by Mayor Olson to approve City of Baxter Oscar Kristofferson Park Masterplan Study. Motion carried with Council Members Lyscio, Tabatt, Cross and Mayor Olson voting yet. Council Member Phillips voted no. COUNCIL COMMENTS 20. Connie Lyscio – Council Member Lyscio thanked the park and trail commission for their time on the dog park. 21. Zach Tabatt – Council Member Tabatt would like to have a follow up discussion on the city’s water as a follow up to the special utilities commission meeting. The council should start looking at ways to control water and what is causing the spike in water usage. The city may need to consider limits on the number of carwashes and water parks and limit irrigation to every other day. The city may need to consider demand rather than drilling new wells. 22. Jeff Phillips – No comment. 23. Mark Cross – Council Member Cross would like to see the council involved in the design of the dog park. 24. Darrel Olson – Mayor Olson explained it can be challenging to determine the correct location for amenities. Council Member Cross explained the city has a limited supply of water and how much water the city can process and distribute is a balancing act.
