CITY COUNCIL MEETING MINUTES Tuesday, September 02, 2025 at 7:00 PM Baxter City Hall, 13190 Memorywood Drive, Baxter, MN “A Growing Community” CALL TO ORDER Mayor Olson called the meeting to order at 7:00 p.m. ROLL CALL Mayor Darrel Olson and Council Members Connie Lyscio, Zach Tabatt, Patrick Sundberg, and Mark Cross were present. City Administrator Brad Chapulis, Assistant City Administrator Kelly Steele, Finance Director Jeremy Vacinek, Community Development Director Josh Doty, Assistant City Engineer Trevor Thompson, GIS/IT Director Todd DeBoer, and Police Chief Matt Maier were present. PLEDGE OF ALLEGIANCE All joined Mayor Olson in reciting the Pledge of Allegiance. PRESENTATIONS 1. CGMC Presentation – Bradley Peterson Bradley Peterson, with the Coalition of Greater Minnesota Cities organization, presented information on the organization and the services they can offer the city. ADDITIONS OR CHANGES TO THE AGENDA None. PUBLIC COMMENTS - Comments received from the public may be placed on a future meeting agenda for consideration. None. CONSENT AGENDA - The following items are considered non-controversial by staff and are recommended to be read and passed in one motion. Any council person, staff, citizen, or meeting attendee can request one or more items be pulled from the Consent Agenda and the item will be pulled and addressed immediately after the passage of the Consent Agenda; otherwise, the following items will be passed in one motion: 2. Approve City Council Work Session Minutes from August 19, 2025 3. Approve City Council Minutes from August 19, 2025 4. Approve the Payment of Bills and Finance Report (Addendum A) 5. Approve the Issuance of an Off-Sale 3.2 Beer and Tobacco Licenses to Kwik Trip Inc. for the Period of October 1, 2025 through June 30, 2026 9/2/2025 City Council Meeting Minutes Page 2 6. Accept $100.00 Donation to the Baxter Police K9 Program 7. Adopt Resolution 2025-071, Approving and Authorizing the Execution of a Development Agreement with Whitstrom Road, LLC 8. Adopt Resolution No. 2025-072 Declaring Cost to be Assessed and Ordering Preparation of Proposed Assessment for the 2025 Design Road & TH 371 Stormwater Improvements Project Municipal Project No. 4135 9. Adopt Resolution No. 2025-073 for Hearing on Proposed Assessment for the 2025 Design Road & TH 371 Stormwater Improvements Project Municipal Project No. 4135 10. Adopt Ordinance 2025-008 approving amendments to the City Code to revise park regulations for city parks and to establish dog park regulations for the Baxter Dog Park 11. Approve Ordinance 2025-010 – Approving Amendments to the Deer Hunting Ordinance 12. Approve the Service Agreement with North Risk Partners for Healthcare Consulting Services and Authorize the Mayor to Execute the Said Agreement MOTION by Council Member Tabatt, seconded by Council Member Cross to approve the consent agenda. Motion carried unanimously. PULLED AGENDA ITEMS None. OTHER BUSINESS None. COUNCIL COMMENTS 13. Connie Lyscio – Explained she looks forward to reading the Brainerd Dispatch’s progression edition. Reminded everyone to watch out for school buses. If the state doesn’t ban assault style weapons, cities should have the discussion. 14. Zach Tabatt – No comment. 15. Patrick Sundberg – No comment. 16. Mark Cross – No comment. 17. Darrel Olson – No comment. CITY ADMINISTRATOR'S REPORT City Administrator Chapulis inquired if the council would like to hold an additional work session to continue the budget discussion or if the council is comfortable to continue the discussion during the September 16th work session. City Administrator Chapulis asked the council to enter into a closed session as identified on the agenda. 9/2/2025 City Council Meeting Minutes Page 3 CITY ATTORNEY'S REPORT 18. The City Council will meet in a closed session pursuant to Minn. Stat. Section 13D.03, to discuss Labor Negotiations MOTION by Council Member Cross, seconded by Council Member Lyscio to enter into a closed session at 7:23 p.m. under Minnesota Statute 13D.03 to discuss labor negotiations. Motion carried unanimously. MOTION Council Member Cross, seconded by Council member Lyscio to return to an open session at 8:10 p.m. Motion carried unanimously. The council did not take any action. ADJOURN MOTION by Council Member Cross, seconded by Council Member Lyscio to adjourn at 8:10 p.m. Motion carried unanimously.
