CALL TO ORDER
Vice Mayor Mark Cross called the meeting to order at 6:00 p.m.
ROLL CALL
Vice Mayor Mark Cross and Council Members Connie Lyscio, Zach Tabatt, and John Ward were present. Mayor
Darrel Olson was absent.
City Administrator Brad Chapulis, Assistant City Administrator Kelly Steele, and Public Works Director Trevor
Walter were present.
PRESENTATIONS
1. Assessment Hearing for the Trunk Highway 210 & Inglewood Drive Railway Crossing Improvements
Project, Municipal Improvement No. 4121
Bryan Drown, with Bolton and Menk, presented the assessment hearing presentation. Mr. Drown
reviewed the project history, existing conditions, proposed improvements, project costs, city
assessment policy, and project schedule.
The project will relocate the existing signalized intersection and railroad crossing at Knollwood Drive
and TH 210 to the intersection of Inglewood Drive and TH 210 and extend Inglewood Drive southerly
across TH 210 and the BNSF railway, connecting to Foley Road. The south leg on the intersection at
Knollwood Drive and TH 210 will be removed, and a reduced conflict intersection constructed for
traffic on the north leg of the intersection to access TH 210.
After the conclusion of tonight’s assessment hearing, the council will consider adopting assessments
on September 20, 2022. The project will be constructed from September 2022 through August 2023.
The total project cost, after opening bids, is $3,982,122. The proposed assessment amount is
$149,965.80 to benefiting commercial properties. Assessments will be amortized over a 12-year
assessment period. The interest rate will be determined once the bonds are sold.
OPEN PUBLIC HEARING
Vice Mayor Cross opened the public hearing at 6:17 p.m.
Gary Scheeler, 1202 Green Gable Road, explained he owns property along Foley Road and inquired if the
proposed assessment is in addition to the assessment discussed a few months ago.
Mr. Drown explained Mr. Scheeler was not assessed for the Foley, Isle, Forthun improvement project. Tonight’s
proposed assessment is continued from the improvement hearing held last October.

Vice Mayor Cross closed the public hearing at 6:20 p.m.

NEXT STEPS
City Administrator Chapulis explained the council will consider adopting the assessment roll during the September
20th council meeting. If anyone elects to appeal their special assessment, they need to provide notice tonight.
Mr. Scheeler questioned how the interest accrues on the assessments.
City Administrator Chapulis explained interest will start accruing 30 days after the council adopts the assessment
rolls.

unanimously carried.
