CITY COUNCIL SPECIAL MEETING MINUTES Wednesday, November 15, 2023 at 6:00 PM Baxter City Hall, 13190 Memorywood Drive, Baxter, MN “A Growing Community” CALL TO ORDER Mayor Olson called the meeting to order at 7:01 p.m. ROLL CALL Mayor Darrel Olson and Council Members Connie Lyscio, Zach Tabatt, and Jeff Phillips were present. Council Member Mark Cross was absent. City Administrator Brad Chapulis, Assistant City Administrator Kelly Steele, Public Works Director Trevor Walter, Finance Director Jeremy Vacinek, and Assistant Finance Director Brenda Brooks were present. PRESENTATIONS 1. 2024 Enterprise Funds Budget Finance Director Vacinek summarized the 2024 Enterprise Funds Budget including highlights from the water, sewer, and storm water funds. The water fund is proposed with an approximate 6% rate increase. The sewer fund is proposed with an approximate 3.1% rate increase. There are no proposed rate increases for the WAC or SAC funds. Finance continues to work on revenue for the storm water fund and will present information during Tuesday’s council meeting. The council discussed the need for painting at the public works facility, the need for a new forklift, street sweeping process and street sweeping equipment, and the amount of mowing being performed. ADJOURN MOTION by Council Member Lyscio, seconded by Council Member Phillips to adjourn at 7:09 p.m. Motion carried unanimously.
