CALL TO ORDER
Mayor Olson called the meeting to order at 6:00 p.m.
ROLL CALL
Mayor Darrel Olson and Council Members Connie Lyscio and Jeff Phillips were present. Council Members Zach
Tabatt and Mark Cross were absent.
City Administrator Brad Chapulis, Assistant City Administrator Kelly Steele and Public Works Director Trevor
Walter were present.
PRESENTATIONS
1. Improvement Hearing for the 2025 Commercial Full Depth Reclamation Improvements Project,
Municipal Project Number 4425
Alex Bitter with Widseth presented the improvement hearing. The presentation included the project
background, public improvement process, project areas and proposed improvements, assessment
procedure, project costs and assessment calculations, project schedule, property owner information,
and assessment exhibits.
The proposed project area includes Audubon Way, Edgewood Drive (north of Novotny Road), Lake
Forest Road, and Whispering Woods Lane.
The proposed improvements include reclaiming the roadways to a depth of approximately 8.5”, sub
cut and remove excess material to compact a 6” reclaimed base, 6” of bituminous will be constructed
in three separate lifts, and existing driveways will be replaced to the right-of-way line.
The benefiting commercial properties will be assessed 100% of project costs up to 44’ in roadway
width. The city costs will be roadway width in excess of 44’ and non-buildable areas. The remaining
project costs will be assessed on a front square foot basis.
The estimated total project cost is $3,160,898. The estimated benefiting assessable project cost is
$2,249,268 and the estimated city cost is $911,630.
The council will consider ordering the improvement on November 19, 2024. If the project is ordered,
the assessment hearing is proposed to be held on April 8, 2025.
OPEN PUBLIC HEARING
Mayor Olson opened the public hearing at 6:19 p.m.
Patrick Sundberg, Jack Pine Brewery 15593 Edgewood Drive, inquired if the roads have a PACER
rating of a 5 or 6, which is a mill & overlay, why is the city proposing to complete a full depth
reclamation.

Public Works Director Walter explained the city’s 2013 study identified the commercial roadways
should be constructed to a 10-ton design standard and these roadways are not.
Kelli Mankowski, Party World 15867 Edgewood Drive, asked various project questions from the
audience.
City Administrator Chapulis explained a written objection to the project was received from Endeavor
Hotel Group regarding The Lodge, 6967 Lake Forest Road.

Mr. Bitter summarized the project schedule.
ADJOURN
MOTION by Council Member Cross, seconded by Council Member Lyscio to close the public hearing and adjourn
at 7:27 p.m. Motion carried unanimously.
