CITY COUNCIL SPECIAL MEETING MINUTES Thursday, September 25, 2025 at 6:00 PM Baxter City Hall, 13190 Memorywood Drive, Baxter, MN “A Growing Community” CALL TO ORDER Mayor Olson called the meeting to order at 6:00 p.m. ROLL CALL Mayor Darrel Olson and Council Members Zach Tabatt, Patrick Sundberg, and Mark Cross were present. Council Member Connie Lyscio was absent. Assistant City Administrator Kelly Steele and Public Works Director Trevor Walter were present. PRESENTATIONS 1. Hearing on Proposed Assessments for 2025 Design Road & TH 371 Stormwater Improvements Project, Municipal Project Number 4135 Alex Bitter, with Widseth, presented the assessment hearing. Mr. Bitter summarized the project history, proposed improvements, project cost summary, assessment procedure, and schedule. The council did not have any questions. OPEN PUBLIC HEARING Mayor Olson opened the public hearing at 6:05 p.m. Kelly Dahl, with Fredrickson & Byron, explained she filled an objection to the project on behalf of Mills Property Investments. Mr. Bitter provided Ms. Dahl with an updated assessment roll and a copy of the letter that was mailed today. CLOSE PUBLIC HEARING Mayor Olson closed the public hearing at 6:08 p.m. NEXT STEPS ADJOURN MOTION by Council Member Tabatt, seconded by Council Member Cross to adjourn at 6:09 p.m. Motion carried unanimously.
