CITY COUNCIL WORK SESSION MINUTES Tuesday, August 15, 2023 at 6:00 PM Baxter City Hall, 13190 Memorywood Drive, Baxter, MN “A Growing Community” CALL TO ORDER Mayor Olson called the work session to order at 6:00 p.m. ROLL CALL Mayor Darrel Olson and Council Members Connie Lyscio, Zach Tabatt, and Jeff Phillips were present. Council Member Cross was absent. City Administrator Brad Chapulis, Assistant City Administrator Kelly Steele, Police Chief Jim Exsted, Community Development Director Josh Doty, Finance Director Jeremy Vacinek, and Public Works Director Trevor Walter were present. BUSINESS ITEMS 1. Review Feasibility Report for the 2024 Mill & Overlay and Full Depth Reclamation Improvements Project Municipal Project No. 4424 Council Workshop Presentation Alex Bitter, with Widseth, summarized the various proposed improvements for the 2024 Mill & Overlay and Full Depth Reclamation Improvements project. The proposed assessments are approximately $5,000 per residential unit for the mill & overlay improvements. The proposed assessments are approximately $13,000 per residential unit for the full depth reclamation improvements. The estimated assessment is $236 per foot for commercial properties. The council will consider the final feasibility report in September. The council requested a copy of Mr. Bitter’s PowerPoint presentation. 2. 2024 Evergreen Drive Improvements and Southeast Baxter Stormwater Overflow Project, Municipal Improvement Number 4137 Council Workshop Presentation Rosemary Schuster, 12996 Berrywood Drive, asked the council to consider creating open space and a trail around the storm water pond adjacent to the new apartments being constructed. Alex Bitter, with Widseth, presented the 2024 Evergreen Drive Improvements and Southeast Baxter Stormwater Overflow project presentation. The proposed improvements include:  Evergreen Drive (1,540’ north of Highland Scenic Road to Hastings Road): sanitary sewer extension, water distribution, storm sewer and urban roadway construction.  Hastings Road and Douglas Fir Drive (cul-de-sac of Hastings Road to Hinckley Road): new bituminous trail.  Evergreen Drive (880’ south of Hastings Road to College Road and TH 371 stormwater basin): storm sewer and open ditch construction. The estimated total project cost is $2,627,370. 8/15/2023 City Council Work Session Minutes Page 2 The timing of the project is based on the developer completing the proposed project. A resolution ordering preparation of the feasibility report in included on the regular agenda for council consideration. 2. Discussion on Short and Long-Term Needs of City Hall Due to the time allocated for the work session concluding, this agenda item was not discussed.
