CITY COUNCIL WORK SESSION MINUTES Tuesday, September 19, 2023 at 5:30 PM Baxter City Hall, 13190 Memorywood Drive, Baxter, MN “A Growing Community” CALL TO ORDER Mayor Olson called the meeting to order at 5:30 p.m. ROLL CALL Mayor Darrel Olson and Council Members Connie Lyscio, Jeff Phillips, and Mark Cross were present. Council Member Zach Tabatt was absent. City Administrator Brad Chapulis, Assistant City Administrator Kelly Steele, Police Chief Jim Exsted, Assistant Police Chief Matt Maier, Community Development Director Josh Doty, Finance Director Jeremy Vacinek, Assistant Finance Director Brenda Brooks, and Public Works Director Trevor Walter were present. BUSINESS ITEMS 1. 2024 Governmental Funds Budget Discussion Finance Director Vacinek summarized the previous council budget discussion on September 5th. Those items included funding for the Loren Thompson skating rink replacement and playground, affirming the payment of the Whipple Beach land contact for deed payment from the Capital Parks Fund, adjusting the change in direct k-9 pay previously approved, and adding back the school resource officer revenue. The budget also includes the additional police officer with a July 2024 start date and the addition of a community development code enforcement/inspector position. Draft resolutions are on the regular agenda if the council is prepared to adopt the preliminary 2024 property tax levy and proposed governmental funds budget. The preliminary levy must be certified to Crow Wing County by the end of September. 2. 2024 Mill & Overlay and Full Depth Reclamation Improvements Project Feasibility Report Discussion Alex Bitter, with Widseth, presented the 2024 Mill & Overlay and Full Depth Reclamation Improvements Project Feasibility Report. The estimated project cost for the residential mill & overlay is $1,327,165 with an esitambed assessable cost per unit of $4,738. The estimated project cost for the residential full depth reclamation is $1,285,750 with an estimated assessable cost of $13,176 per unit. The estimated total project cost for the commercial full depth reclamation is $2,578,330 with an estimated assessable cost of $244 per foot. A public informational meeting is planned to be held on October 5, 2023 and the improvement hearing on November 2, 2023. 3. 2024 Evergreen Drive Improvements and Southeast Baxter Stormwater Overflow Project, Municipal Improvement Number 4137 Council Workshop Presentation. Aric Welch, with Widseth, reviewed the project highlights that have changed from the last council discussion. The project includes the extension of Evergreen Drive to Douglas Fir. The proposed 9/19/2023 City Council Work Session Minutes Page 2 projects can be constructed together or as stand alone projects. The total estimated project cost is $3,751,180. A resolution to accept the feasibility study is on the regular agenda for council consideration. At this time an improvement hearing is not scheduled. 4. Clearwater Road and Golf Course Drive Intersection Analysis Discussion SEH engineering consultant, Justin Anibas, presented findings on the intersection analysis completed on the Clearwater Road and Golf Course Drive intersection. Currently the only stop control is on Clearwater Road. There have been 33 crashes over the past 10.5 years at the intersection. Speed data on Golf Course Drive indicates the road operates closer to 35 to 40 MPH rather than the signed speed of 30 MPH. There are adequate sight distances for the Clearwater Road approach. Based on July 2023 traffic counts, the intersection meets all-way stop warrants. The estimated cost to add the additional stop signs is $5,000. A roundabout would also work but would cost an estimated $1 to $2 million. An all-way stop will operate well even with increased traffic as development continues in the area. An all-way stop will improve safety by mitigating right-angle crash issues.
