CITY COUNCIL WORK SESSION MINUTES Tuesday, October 17, 2023 at 6:30 PM Baxter City Hall, 13190 Memorywood Drive, Baxter, MN “A Growing Community” CALL TO ORDER Mayor Olson called the meeting to order at 6:30 p.m. ROLL CALL Mayor Darrel Olson and Council Members Connie Lyscio, Zach Tabatt, Jeff Phillips, and Mark Cross were present. City Administrator Brad Chapulis, Assistant City Administrator Kelly Steele, Police Chief Jim Exsted, Community Development Director Josh Doty, and Public Works Director Trevor Walter were present. BUSINESS ITEMS 1. 2024 Mill and Overlay and Full Depth Reclamation Improvements Project Revised Feasibility Report Update Alex Bitter, with Widseth, presented changes to the 2024 Mill and Overlay and Full Depth Reclamation Improvements Project Feasibility Report. The changes included a public informational meeting has been held on October 5th, roads included in the report have been finalized, assessment maps have been reviewed and adjustments have been made, and estimated project costs have been updated. Jepson Road, Kingwood Drive, Knollwood Court, Fairfax Road, Fairfax Court, Cottage Grove Drive, Northwoods Drive, Camden Road, and Kenwood Drive are scheduled for a mill and overlay. The estimated total project cost is $1,032,062. The estimated assessment per unit is $4,592. Interlacken Road, Fairmont Court, Edmonton Road, Donald Street, Parkwood Drive, Knollwood Drive, and Glory Road are scheduled for a full depth reclamation. The total estimated project cost is $1,407,738. The estimated assessment per unit is $11,944. Elmwood Drive, Forthun Road (east), Forthun Road (west), Edgewood Drive, Novotny Road, Whispering Woods Lane, and Dellwood Drive and scheduled for a full depth reclamation. The total estimated project cost is $2,475,384. The total estimated assessment is $176.21 per foot. There are some additional miscellaneous improvements planned for Garrison Road, Elder Drive trail, and Garrison Road. The estimated total project cost is $5,227,814.69. The estimated assessable project cost is $3,110,079.29. The total estimated city cost is $2,117,735.40. A resolution receiving the feasibility report and calling for an improvement hearing is on the regular council agenda for consideration of approval. A contract to award project design will be on the November 7th council agenda to keep the project moving forward and on schedule. The council discussed the poor condition of the streets proposed for improvement and the need to have a plan in place to control future project costs. 10/17/2023 City Council Work Session Minutes Page 2 The council consensus was to table the resolution on the regular agenda and to support staff working with engineering to bring a design contract to the November meeting. 2. Review of Ordinance Amendments on Council Agenda City Administrator Chapulis explained there are several ordinance amendments on the regular council agenda. Community Development Director Doty outlined the three main categories of proposed ordinance amendments. Those categories are zoning district amendments, PUD and CUP standards, renewal energy standards, and showrooms. Zoning district amendments are proposed to the R-3, C-1, OS, and I districts to remove uses from districts that more appropriately fit in other districts. Changes are proposed to allow manufacturing, assembly, warehouse, and showroom uses as accessory uses in the OS district but not as permitted uses. These uses are a better fit for the city’s industrial districts when principal uses. Amendments are proposed to the PUD and CUP standards to allow minor amendments administratively, while still requiring the current approval process for amendments that are not considered minor. City staff is planning to develop a comprehensive renewable energy ordinance. However, in the meantime staff would like to make it clear in the ordinance that the city permits rooftop solar and e- charging stations in all zoning districts. Chief Exsted explained there are two ordinances related to parking amendments and one related to cannabis use in public places on the regular council agenda.
