CITY COUNCIL WORK SESSION MINUTES
Tuesday, November 21, 2023 at 6:00 PM

CALL TO ORDER
Mayor Olson called the meeting to order at 6:00 p.m.
ROLL CALL
Mayor Darrel Olson and Council Members Connie Lyscio, Zach Tabatt, Jeff Phillips, and Mark Cross were present.
City Administrator Brad Chapulis, Assistant City Administrator Kelly Steele, Public Works Director Trevor Walter,
Finance Director Jeremy Vacinek, Community Development Director Josh Doty, and Police Chief Jim Exsted were
present.
BUSINESS ITEMS
1. Review Wellhead Protection Plan Part II Draft Report
Brian Ross, Widseth, provided a brief overview of the Wellhead Protection Plan Part II Draft Report.
The boundary of the drinking water supply management area has changed in the new plan. The plan
reviews an inventory of potential contamination sources.
The council will consider approval of the plan in 2024 after the state review process is completed.
During tonight’s regular council agenda, the council will be asked to set the public hearing for the
report.
Public Works Director Walter explained he will continue to work with the Perch Lake property
owners and would be open to any comments from the council on the plan.
2. Assessment Overview Discussion for the 2024 Mill & Overlay and Full Depth Reclamation
Improvements Project Municipal Project No. 4424
Alex Bitter, Widseth, presented project assessment information. The estimated residential full depth
reclamation cost per unit is $11,944. Over the past ten years the average special assessment for mill
& overlays is $2,539 and full depth reclamation is $6,961. Full depth reclamation assessment options
were presented for providing a flat rate adjustment or a percentage based adjustment.
To keep the project on schedule, the council should make a decision on the special assessments
during the December 5th council meeting.
The council discussed providing a discount for special assessments for properties impacted by the
chip sealing concerns. Staff will review special assessments for residential full depth reclamation
projects and will present information on December 5th.
3. 2024 Enterprise Funds Budget Continued Discussion
Finance Director Vacinek explained water expenses have been updated to reflect an estimated
increase in the water treatment plan iron analyzer equipment from $66,000 to $69,700. The storm
water expenses related to the Whiskey Creek storm water project has been increased by $150,000

for landscape plantings, final seeding, bank stabilization, and riprap. The storm water fund charge is
estimated to increase 13%.

MOTION by Council Member Cross, seconded by Council Member Lyscio to adjourn at 6:56 p.m. Motion carried
unanimously.
