CITY COUNCIL WORK SESSION MINUTES Tuesday, December 19, 2023 at 6:15 PM Baxter City Hall, 13190 Memorywood Drive, Baxter, MN “A Growing Community” CALL TO ORDER Mayor Olson called the meeting to order at 6:16 p.m. ROLL CALL Mayor Darrel Olson and Council Members Connie Lyscio, Zach Tabatt, Jeff Phillips, and Mark Cross were present. City Administrator Brad Chapulis, Assistant City Administrator Kelly Steele, Public Works Director Trevor Walter, Finance Director Jeremy Vacinek, Community Development Director Josh Doty, and Police Chief Jim Exsted were present. BUSINESS ITEMS 1. Whiskey Creek Planting Plan and Budget Discussion HR Green consulting engineer Osborn presented an update on the project. The update included landscaping plan, budget discussion, and a pay estimate. Project work remaining for this spring includes some asphalt paving, plantings, and site clean-up work. The landscaping plan was not included in the current construction contact with JR Ferche, as the plan has been to issue a separate quote package for the final vegetation. The budget discussion included the JR Ferche change order number 4. Public Works Director Walter explained the council should approve this agenda item on the regular agenda because the work has been completed. This pay order has not been shared with the utilities commission due to not having enough time to add to one of their agendas. The pay estimate number 3 was submitted last minute to the city for payment. There is the potential for a change order number 5 with an estimated amount of $200,000-325,000. At this time Braun is confident the sides will not sluff off further. It is not recommended to install rip rap at this time but to wait until spring to see how the basin performs. City Administrator Chapulis explained all project documents have been shared with the city’s legal counsel for review. The total planned project budget was $1,223,000. The project is currently over budget by $274,204. 2. Review Mailbox Support Policy Due to the lack of time remaining for the work session, this item will be pushed to the January 2, 2024 council meeting.
