CITY COUNCIL WORK SESSION MINUTES Tuesday, February 20, 2024 at 6:15 PM Baxter City Hall, 13190 Memorywood Drive, Baxter, MN “A Growing Community” CALL TO ORDER Mayor Olson called the work session to order at 6:15 p.m. ROLL CALL Mayor Darrel Olson and Council Members Connie Lyscio, Zach Tabatt, Jeff Phillips, and Mark Cross were present. City Administrator Brad Chapulis, Assistant City Administrator Kelly Steele, Public Works Director Trevor Walter, Community Development Director Josh Doty, and Assistant Police Chief Matt Maier were present. BUSINESS ITEMS 1. 2025 Ironwood Drive Extension Improvements, Municipal Project No. D2397A Feasibility Report Council Workshop Presentation Aric Welch, with Widseth, explained the purpose of the report is to study the feasibility of extending sanitary sewer, water, storm seer, urban roadway and trail south along Ironwood Drive past the proposed WonderTrek Children’s Museum property. The report also includes future layouts of the Mapleton Road and Ironwood Drive along with a connecting roadway and roundabout intersection. The report reviews existing conditions, proposes feasibility improvements, estimates project costs, discusses project implementation, and presents conclusions and recommendations for the project area. WonderTrek paid for the preparation of the feasibility report. There are no city costs as the costs are developer driven. Public Works Director Walter explained the city was asked to bid the project for WonderTrek and CTC as the city has more experience bidding this type of project. The feasibility report is on the regular council agenda for acceptance of the report. 2. Review Plans for the 2024 Mill & Overlay and Full Depth Reclamation Improvements Project, Municipal Project No. 4424 Alex Bitter, with Widseth, summarized the project’s plans and the streets scheduled for improvements. Commercial businesses impacted by the project, such as Costco and Menards, will always have access to their property. The contractor will not be using sod as last year the city had good luck using seed. There are some driveway entrances that will be redone to make the trail ADA compliant. The council will be asked to accept the plans and authorize bids during the regular agenda. If authorized, the bid opening is scheduled for March 19th. 3. Presentation of the 2024 City Hall Site Assessment Study City Administrator Chapulis explained Widseth completed site evaluations of 4 sites, three that are city owned and one privately owned parcel, for a future city hall. The study was to include site 2/20/2024 City Council Work Session Minutes Page 2 development due diligence, conceptual site layouts, and a cost estimate for each site. A council retreat will be held to discuss a new city hall during the CIP discussion. Mike Angland, with Widseth, presented the results of the study. The four sites and cost summary for each is as follows: 1. Option 1, PID 40130760, 32 acres, $12,225,160 2. Option 2, PID 40070531, 14.72 acres includes purchasing additional land, $13,239,520 3. Option 3, PID 40050721 and 40050722, 7.6 acres, $14,096,640 4. Option 4, PID 40180611, 38 acres, $12,068,160 Acceptance of the study is on the regular council agenda and will complete Phase 2 of the exploration of a new city hall. The next step would be to select a final site for a new city hall. Once a site is selected, this study, along with the 2020 City Hall Needs Assessment, will be utilized for actual site and building design for Phase 3 when the council is ready to proceed with the project. ADJOURN MOTION by Council Member Lyscio, seconded by Council Member Tabatt to adjourn at 6:56 p.m. Motion carried unanimously.
