CITY COUNCIL WORK SESSION MINUTES Tuesday, May 07, 2024 at 6:45 PM Baxter City Hall, 13190 Memorywood Drive, Baxter, MN “A Growing Community” CALL TO ORDER Mayor Olson called the meeting to order at 6:45 p.m. ROLL CALL Mayor Darrel Olson and Council Members Connie Lyscio, Zach Tabatt, Jeff Phillips, and Mark Cross were present. City Administrator Brad Chapulis, Community Development Director Josh Doty, Police Chief Jim Exsted, IT/GIS Director Todd DeBoer, Public Works Director Trevor Walter and Finance Director Jeremy Vacinek were present. BUSINESS ITEMS 1. City of Baxter/Sylvan Township Community Trail Grant Update City Administrator Chapulis explained earlier this year the council adopted a resolution authorizing the submission of the grant applications for the Baxter/Sylvan Township community trail grant project. Staff continues to work with representatives of the Nature Conservancy and its partners on the completion of the grant application. On May 2nd, the Sylvan Township board requested if the project could be expanded on the west end to extend their portion of the trail north to the Mapleton Road right-of-way. The board indicated if the project were extended, the board would take financial responsibility for the trail, both for construction and permanent maintenance. As the lead applicant and fiscal agent for the affiliated grants, the city must agree to include the additional trail in the affiliated applications. Staff is seeking council consensus on if the board request should be included in the application. If the consensus is to support the request, the added trail will be included in the grant agreement that will be drafted after the project is awarded funds. Todd Holman explained the township did not want their segment of the trail to go nowhere so they are requesting the city support the expansion of the trail. The council consensus was to support the board’s request to include the trail segment to the Mapleton Road right-of-way. ADJOURN MOTION by Council Member Tabatt, seconded by Council Member Lyscio to adjourn at 6:59 p.m. Motion carried unanimously.
