CITY COUNCIL WORK SESSION MINUTES

CALL TO ORDER
Mayor Olson called the meeting to order at 5:45 p.m.
ROLL CALL
Mayor Darrel Olson and Council Members Connie Lyscio, Zach Tabatt, Patrick Sundberg, and Mark Cross were
present.
City Administrator Brad Chapulis, Assistant City Administrator Kelly Steele, Finance Director Jeremy Vacinek,
Public Works Director Trevor Walter were present.
BUSINESS ITEMS
1. Presentation for 2024 Well Rehabilitation Project and discussion regarding obtaining quotes for new
pumps and motors for two wells for the Well 1 and Well 4 Pump and Motor Replacement project
Kevin Young, with SEH, presented a summary of the well rehabilitation work completed last year. The
summary includes recommendations to improve the city’s water supply infrastructure and
operations in the future.
The ability to meet 2025 water demand will be dependent upon the condition of the wells and
pumps, irrigation demands, and interconnect operation. If the city purchases 300 gpm from Brainerd
all summer, it will cost the city $27,600 more than the water would be sold for at current rates.
Some recommendations are to operate multiple wells at lower flow rats to reduce the amount of
drawdown, replace pumps for wells 1 and 4 to achieve up to 700 gpm per well, drills additional
production wells, monitor specific capacity and rehabilitate wells as necessary, and discuss wholesale
rates with Brainerd Public Utilities.
The next steps include seeking quotes for replacing pumps for wells 1 & 4.
The council questioned the benefit of adding two new wells if the goal is to run all four pumps at a
lower level.
City staff has started informal conversations with Brainerd Public Utilities on a wholesale rate.
2. Presentation for Water System Planning and Hydraulic Model Report
Chad Katzenberger, with SEH, summarized the four phases of the water system planning. Phase one
is a water model update and operational verification. Phase two is a water demand analysis and
projections. Phase three is the TH 210/371 trunk water main changes. Phase four is the ultimate
water system planning map.
The council discussed irrigation restrictions.

City Administrator Chapulis explained acceptance of the report is on the regular council agenda.

MOTION by Council Member Tabatt, seconded by Council Member Lyscio to adjourn at 6:38 p.m. Motion carried
unanimously.
