CITY COUNCIL WORK SESSION MINUTES Tuesday, May 20, 2025 at 5:30 PM Baxter City Hall, 13190 Memorywood Drive, Baxter, MN “A Growing Community” CALL TO ORDER Mayor Olson called the work session to order at 5:30 p.m. ROLL CALL Mayor Darrel Olson and Council Members Connie Lyscio, Zach Tabatt, Patrick Sundberg, and Mark Cross were present. City Administrator Brad Chapulis, Assistant City Administrator Kelly Steele, Finance Director Jeremy Vacinek, Community Development Director Josh Doty, and Public Works Director Trevor Walter were present. BUSINESS ITEMS 1. Minnesota Department of Transportation Hwy 371/210 Grade Separation Project Update #2 MnDOT presented an update on the progress of the 371/210 intersection project. The update included the preferred design alternative, a button hook, which is moving forward into preliminary design. MnDOT provided a project timeline and explained they will be approaching the city later this year for municipal consent of the project. The council discussed concerns with access to properties located along Fairview Road, how the project will impact the proposed Essentia Clinic, and the aesthetics of the project. 2. City Code and Policy Review related to Paved Street Widths, Cul-de-Sac Paved Radius Dimensions, and Cul-de-Sac Right-of-Way Radius Dimensions City Administrator Chapulis explained SEH consulting engineer Paul Sandy presented this item at the last work session, however the work session time ended with further council discussion to be held. The council discussed proposed savings by reducing roadway widths, the ability to slow vehicle speeds with narrower roadways, acceptable cul-de-sac widths, and state aid standards and requirements. The council consensus was to direct staff to determine the number of residential roads that have not been increased in width from 24’ to 26’, strongly recommend not increasing additional roadway widths to 26’, and review any future roadway width changes on a case-by-case basis. The council also discussed adding striping to all roadways. 3. Review Feasibility Report for the 2026 Mill & Overlay and Full Depth Reclamation Improvements Project Municipal Project No. 4426 City Administrator Chapulis recommended the council table this agenda item until a future meeting.
