CITY COUNCIL WORK SESSION MINUTES Tuesday, June 03, 2025 at 5:30 PM Baxter City Hall, 13190 Memorywood Drive, Baxter, MN “A Growing Community” CALL TO ORDER Mayor Olson called the meeting to order at 5:30 p.m. ROLL CALL Mayor Darrel Olson and Council Members Connie Lyscio, Zach Tabatt, Patrick Sundberg, and Mark Cross were present. City Administrator Brad Chapulis, Assistant City Administrator Kelly Steele, Police Chief Matt Maier, Finance Director Jeremy Vacinek, Community Development Director Josh Doty, Assistant City Engineer Trevor Thompson, Environmental Resource Technician Kelly Robinson, and Public Works Director Trevor Walter were present. BUSINESS ITEMS 1. North Inglewood Detachment Inquiry City Administrator Chapulis explained on November 6, 2024, Brent Gunsbury inquired if the council would consider the detachment of his property located at the intersection of Inglewood Road and Pine Beach Road. The council informed Mr. Gunsbury that they would take his request under advisement and would discuss it at a future work session. City Administrator Chapulis further explained the subject property was annexed into the city in 2015 in conjunction with the 2015 Inglewood drive reconstruction project. Inglewood Drive was reconstructed to a 10-ton design. Both Crow Wing County and the city agreed that Inglewood Drive would function more as a city major collector roadway. As such, the annexation included Inglewood Drive and a portion of the land on each side of the roadway so that there are benefiting property owners in the city on each side of the roadway. City staff has reviewed Mr. Gunsbury’s request and concluded that any detachment of the property would injure the city’s interests. The reasons for the 2015 annexation continue to exist today as they did in 2015. Should Mr. Gunsbury continue to seek detachment, he has the option to follow the detachment process outlined in state statute. The council discussed the zoning classification of the subject project and that development is encroaching towards the property. The council consensus was to not support detachment of Mr. Gunsbury’s property. Staff was directed to send Mr. Gunsbury a letter indicating their decision. 2. City Code and Policy Review related to Paved Street Widths, Cul-de-Sac Paved Radius Dimensions, and Cul-de-Sac Right-of-Way Radius Dimensions City Administrator Chapulis explained the council requested additional information after the previous discussion. Paul Sandy, with SEH, will present the information requested by the council. 6/3/2025 City Council Work Session Minutes Page 2 Mr. Sandy explained he previously presented three memos to the council. The first memo outlined the general overview and history related to street widths and cul-de-sac design, including right-of- way requirements. The second memo outlined standards relevant to local street design. The third memo provides recommendations. Mr. Sandy provided additional information requested from the council on the consideration of restriping rural and local streets to 10-foot drive lanes with 3-foot shoulders. Mr. Sandy provided a map and summarized state aid street standards. A summary of local and urban street system widths was reviewed. Mr. Sandy explained a proposal for utilizing the South Forestview project area as a pilot study for implementing 10-foot driving lanes and 3-foot shoulders and the inclusion of 4” white edge fog lines. The council consensus is to complete the pilot striping project, complete the donut on cul-de-sacs, and any roadways wider than 24’ must be justified on a project by project basis 3. Review Draft Feasibility Report for the 2026 Clearwater Road, North Lynndale Area, & Brentwood Circle Street & Utility Improvements Project, Municipal Project No. 4068 Neil Heinonen, with SEH, explained the council previously approved feasibility reports for the Clearwater Road, North Lynndale Area, and Brentwood Circle projects as two separate reports. Those reports are being combined into one project. Mr. Heinonen summarized the improvement project, including estimated project costs, and explained staff is preparing to hold a neighborhood informational meeting on June 24th. The council would like additional information before making decision regarding the annexation or use of future connection charges for a parcel included in the project. 4. Review Feasibility Report for the 2026 Mill & Overlay and Full Depth Reclamation Improvements Project Municipal Project No. 4426 Alex Bitter, with Widseth, provided an updated project memo to the council. The memo reviewed the roadways deferred from the 2026 mill and overlay and full depth reclamation improvement project and explained how roadway surface conditions declined overtime. Mr. Bitter summarized each roadway’s previous improvement, the roadway’s PASER rating, and recommended improvement. The council inquired if the Joler Road trail improvement could be delayed. Mr. Bitter explained the trail should be repaired as it doesn’t meet ADA standards. 5. 2030 Welton Road, Ashley Road, Baywood Road, Black Oak Road, Springwood Drive, and Springwood Court Utility and Roadway Improvements Project, Municipal Project No. 4143 Feasibility Report Discussion Due to the time allocated for the work session expiring, this item will be placed on a future council work session.
