CITY COUNCIL WORK SESSION MINUTES Tuesday, July 01, 2025 at 6:45 PM Baxter City Hall, 13190 Memorywood Drive, Baxter, MN “A Growing Community” CALL TO ORDER Mayor Olson called the meeting to order at 6:45 p.m. ROLL CALL Mayor Darrel Olson and Council Members Connie Lyscio, Zach Tabatt, Patrick Sundberg, and Mark Cross were present. City Administrator Brad Chapulis, Assistant City Administrator Kelly Steele, Police Chief Matt Maier, Community Development Director Josh Doty, and Public Works Director Trevor Walter were present. BUSINESS ITEMS 1. 2026 County Road 170 / Mapleton Road Improvement Project Update Jordan Larson, Crow Wing County Senior Engineer, presented an update on the final design layout of the 2026 improvement project. The goals of the project are to improve safety, improve pavement quality, define the right-of-way, protect the environment, minimize property impacts, improve drainage, and create a design that discourages high speed traffic. The project design will include approximately 90% rural design and 10% suburban design with curb and gutter. Property owners have been notified of the project and an open house was held in December, 2025. Mr. Larson plans to attend a September council meeting to request municipal consent for the project. ADJOURN MOTION by Council Member Tabatt, seconded by Council Member Lyscio to adjourn at 6:57 p.m. Motion carried unanimously.
