CITY COUNCIL WORK SESSION MINUTES Tuesday, November 04, 2025 at 6:45 PM Baxter City Hall, 13190 Memorywood Drive, Baxter, MN “A Growing Community” CALL TO ORDER Mayor Olson called the meeting to order at 6:45 p.m. ROLL CALL Mayor Darrel Olson and Council Members Connie Lyscio, Zach Tabatt, and Patrick Sundberg were present. Council Member Mark Cross was absent. City Administrator Brad Chapulis, Assistant City Administrator Kelly Steele, Finance Director Jeremy Vacinek, Community Development Director Josh Doty, Police Chief Matt Maier, and Parks and Trails Supervisor Alex Hondl were present. BUSINESS ITEMS 1. Closing Clearwater Park and Dog Park During the Winter from October 31, 2025 to April 1, 2026, Weather Dependent Park and Trails Supervisor Hondl explained the city historically closed park bathroom facilities from October 31 to April 1. However, warming houses for the skating rinks remain open. Leaving the bathroom facilities open and the parking lots plowed, the risk of vandalism seems to increase. Staff is proposing to keep the Clearwater Park and Dog Park open until the first snow event requiring plowing. At that time, staff would close the park and have the satellite toilet closed. The park will be reopened in the spring after the snow melts. The council consensus is to keep the dog park open until it snows. ADJOURN MOTION by Council Member Tabatt, seconded by Council Member Lyscio to adjourn at 6:53 p.m. Motion carried unanimously.
