CITY COUNCIL WORK SESSION MINUTES Tuesday, March 17, 2026 at 6:30 PM Baxter City Hall, 13190 Memorywood Drive, Baxter, MN “A Growing Community” CALL TO ORDER Mayor Olson called the meeting to order at 6:30 p.m. ROLL CALL Mayor Darrel Olson and Council Members Connie Lyscio, Zach Tabatt, Patrick Sundberg, and Mark Cross were present. City Administrator Brad Chapulis, Assistant City Administrator Kelly Steele, Finance Director Jeremy Vacinek, Police Chief Matt Maier, and Public Works Director Trevor Walter were present BUSINESS ITEMS 1. Presentation of Plans for the 2026 Mill & Overlay Improvements Project Alex Bitter, with Widseth, presented a brief overview of the construction plans for the proposed 2026 Mill & Overlay Improvements Project. The project area includes Cherrywood Drive, Timberlane Drive and Mississippi Meadows. There are three main aspects to the project. Those aspects are the mill and overlay, exploratory excavation and water main replacement and hydrant replacement. Some overflows will be installed in the Cherrywood neighborhood due to some flooding. The council did not have any questions. 2. Inglewood Drive to Garrett Lane Flood Control Overflow Study Presentation Aric Welch, with Widseth, presented the study to consider the feasibility of constructing a flood overflow for approximately 204 acres of property located east of Inglewood Drive and north of Woida Road. The area naturally drains to the south and west based on the surrounding topography. In 2019 the city installed an 18” culvert under Inglewood Drive to relive the flooding occurring on the east side of the road. There is a 58” culvert under Garret Lane. Ditch 10 to Garret Lane needs to be maintained as it is grown over. State Statute 103D.411 provides the process the city must follow to connect to the county ditch. The total estimated project cost is $145,530.
