BAXTER ECONOMIC DEVELOPMENT AUTHORITY MINUTES Tuesday, January 17, 2023 at 6:45 PM “A Growing Community” Baxter City Hall, 13190 Memorywood Drive, Baxter, MN CALL TO ORDER President Cross called the meeting to order at 6:45 p.m. ROLL CALL President Mark Cross, Vice President Zach Tabatt, Treasurer Connie Lyscio and member Darrel Olson were present. Executive Director Brad Chapulis, Assistant Treasurer Jeremy Vacinek, Secretary Kelly Steele, Jim Exsted, and Josh Doty. MINUTES 1. Approve Baxter Economic Development Authority Minutes from October 4, 2022 MOTION by Vice President Tabatt, seconded by Treasurer Lyscio to approve the Baxter Economic Development Authority Minutes from October 4, 2022. Motion carried unanimously. OLD BUSINESS NEW BUSINESS 2. Election and Appointment of EDA Officers Executive Director Chapulis explained city code annually requires the appointment of EDA officers. The positions of president, vice president, and treasurer must be held by a commissioner. The positions of executive director, secretary, and assistant treasurer do not need to be held by a commissioner. MOTION by Vice President Tabatt, seconded by Treasurer Lyscio to keep the slate of EDA officers from 2022 the same for 2023. Motion carried unanimously. 3. Award Land Surveying Services Contract for Northdale Addition and Cedar Scenic Addition to Widseth for an Amount Not to Exceed $13,600 Executive Director Chapulis explained during the October 2022 meeting, the EDA gave staff direction to obtain quotes for platting services for the city/EDA owned properties along Cedar Scenic Road and Lyndale/Kimberly Drive. Two quotes were received. Staff is recommending the EDA contract with Widseth for land surveying services for the two subdivisions. It should be noted that the timing of the platting of the Cedar Scenic Addition will be dependent on the final design of the storm water improvements related to the 2023 Cedar Scenic Road FDR project. 1/17/2023 Economic Development Authority Minutes Page 2 MOTION by Treasurer Lyscio, seconded by Vice President Tabatt to award land surveying services contract for Northdale Addition and Cedar Scenic Addition to Widseth for an amount not to exceed $13,600. Motion carried unanimously. Executive Director Chapulis is dratting a letter for services to offer the properties for sale. EDA BOARD MEMBER COMMENTS AND DISCUSSION Comments received may be placed on a future meeting agenda for consideration. None.
