UTILITIES COMMISSION MEETING
MINUTES
Wednesday, February 22, 2023 at 5:30 PM

CALL TO ORDER
The special meeting of the Baxter Utilities Commission was called to order at 5:30 p.m. by Chairman Rock
Yliniemi.
ROLL CALL
MEMBERS PRESENT: Commissioners John Brenny, Jack Christofferson, Douglas Stenberg, Chairman
Rock Yliniemi, and Council Liaison Mark Cross.
MEMBERS ABSENT: None.
STAFF PRESENT: Public Works Director/City Engineer Trevor Walter and Administrative Assistant
Mary Haugen.
OTHERS PRESENT: SEH Consulting Engineers Scott Hedlund and Alex Voit.
CONSENT AGENDA
1. Approve the Utilities Commission Minutes from February 8, 2023
MOTION by Commissioner Stenberg, seconded by Commissioner Brenny to approve the
Utilities Commission Minutes of February 8, 2023. Motion carried unanimously.
BUSINESS ITEMS
2. Adopt Resolution 2023-xxx Approving Plans & Specifications and Ordering
Advertisement for Bids for the 2023 Commercial and Residential Full Depth Reclamation
Improvements and 2023 Quiet Zone Improvements Project
SEH Consulting Engineer Hedlund thanked the commission for setting a special meeting to
review the plans & specifications for the 2023 Commercial & Residential Full Depth
Reclamation and 2023 Quiet Zone Improvements Project.
Mr. Hedlund explained the overall project has been separated into Section A: 2023 Commercial
& Residential Full Depth Reclamation Improvements and Section B: 2023 Quiet Zone
Improvements. The project will be bid as a base bid with alternates.
Public Works Director/City Engineer Walter stated the city has bid projects like this before.
The prime contractor will give three (3) number for the project which will be the base bid + the
alternates = the total project cost. Mr. Hedlund stated the alternates will give the city flexibility
on awarding the project.

Bidding would start on March 10, 2023 with the Bid Opening scheduled for April 6, 2023.
Commissioner Stenberg inquired if the Quiet Zone will be completed next year. Mr. Hedlund
stated there is not much construction on the overall quiet zone project; therefore it will be
completed in 2023.
Commissioner Christofferson had the following comments on the plans:
Sheet 22 the gas line is shown in yellow, which is a hard color to see. Mr. Hedlund
stated this is a Gopher State color, but he would try to enhance or outline the color.
Sheet 39 the elevations of storm drains show adjoining pipe at 90 degrees on the far
right side at ST 4 needs to show pipe entering the structure.
Sheet 44 details located but does not tie back to any sheet number. Mr. Hedlund stated
he will add the sheet number it is tied to.
Sheet 47 12’ RCP pipe is missing a structure. SEH Consulting Engineer Voit stated it
is connected to an existing 12’ culvert and no structure is being added.
Sheet 93 the lighting plan shows lights with no details. Mr. Hedlund stated the plans list
all lighting work shall be done by Crow Wing Power and the contractor shall coordinate
with Crow Wing Power. Crow Wing Power has the details and provisions from past
projects.
Mr. Walter informed the commission that Assistant City Engineer Thompson had reviewed half
of the plans and his comments were sent to Mr. Hedlund.
Sheet 40 shows a tight construction limit for bituminous pavement on Oakwood Drive.
Mr. Walter requested that additional bituminous be added to the quantities.
Mr. Walter stated that WiDSETH is in the process of replatting 11 lots along Cedar Scenic
which may change the plans in that area.
Traffic control/detours for the project were discussed and consensus of the commission was a
detour route was need for Cedar Scenic. Several options were discussed which included
Olivewood Drive, Deerwood Road, Oakwood Drive and Emily Road. It was noted that one
section of Deerwood Road would need to have additional Class 5 installed and Mr. Walter
requested that be added into the bid package.
MOTION by Commissioner Christofferson, seconded by Commissioner Stenberg to adopt
Resolution 2023-xxx Approving Plans & Specifications and Ordering Advertisement for Bids
for the 2023 Commercial and Residential Full Depth Reclamation Improvements and 2023
Quiet Zone Improvements Project. Motion carried unanimously.

3. Council Liaison Cross gave a brief report on the first Joint Wastewater Management Board that
was held on February 16, 2023. Mr. Walter told the commission he would include all materials
from the board meeting in the next commission packet as FYI.
Public Works Director/City Engineer Walter informed the commission the next joint meeting
will be held on the second Thursday in May.

MOTION by Commissioner Stenberg, seconded by Commissioner Christofferson to adjourn
the meeting at 6:30 p.m. Motion unanimously approved.
