FINANCE/POLICY COMMITTEE MEETING MINUTES
Monday, October 19, 2015
The Finance/Policy Committee met at City Hall, 301 Washington Avenue, Commission
Chambers. The meeting was called to order by Commission President Chris Girard at 6:30 PM.
Present: Commissioners Lynn Stamiris, Elizabeth Peters, Andrew Niedzinski, Lori
Dufresne, Jim Irving, Chris Girard, Kerice Basmadjian, Larry Elliott, 8.
Excused: Commissioner Stamiris moved to excuse Commissioner Chad Sibley. No
objection.
Others Present: City Manager Richard Finn and City Clerk Tema Lucero.
Executive Session
Commissioner Peters moved to go into executive session at 6:31 PM to continue the performance
evaluation of City Manager Richard Finn, at his request. There was no objection.
Motion approved by the following vote:

No, None.
The meeting was recessed at 7:33 PM.
The meeting reconvened at 7:50 PM. Commissioner Chad Sibley was now present.
Agenda Review
None.
Other Issues/Concerns/Announcements
Commissioner Stamiris would like to thank the Parks Department for cleaning out the pocket
parks along Livingston. Also, thank you to Matt and Jami Kelley for planting their own plants in
those parks. The joint effort really made a difference and it looks much better.
Commissioner Elliott mentioned that back in the spring Marquette Park was renamed the
Michael Cathcart Memorial Park. The plaque for the park has been received and installed, and it
looks great. He would like to thank the following people and businesses for their help with the
plaque and getting it in place:
Bill Bohlen, City of Bay City DPW – for the idea to enclose the plaque so it is protected.
K-R Metal Engineers, 815 S. Henry – for donating the metal and labor.
The Body Shop at Labadie Cadillac, 711 S. Euclid – for donating labor to paint the plaque.
West Side Paint & Supply, 807 Salzburg – for donating paint and supplies.
Van Wert Glass, 401 N. Euclid – for donating the glass and labor to install it.
Kenric Products LLC, 369 S. Linwood Beach Drive – for donating bolts.

The commission and those that donated, the city staff that donated and Debbie Kiesel for her
contribution.
Michael Cathcart’s former unit – who donated a significant amount to ensure the plaque was
done.
He thanked everyone again, and would like to make sure everyone goes to see it.
Mayor Shannon asked City Manager Finn for an update on the use of property behind city hall.
City Manager Finn said the fencing has been removed, the building will be cleaned up and used
for city storage, and the remaining area will be added to the existing parking lot. Plans to redo
the entire lot and include vegetation will be coming forward in early spring as part of a street
project.
Commissioner Girard reminded everyone the Citizen District council meeting is Thursday the
22nd at 6:00 PM in room 317 if they would like to attend.

Commission President Girard adjourned the meeting at 8:33 PM.
