ADJOURNED MEETING OF THE MUNICIPAL COUNCIL OF THE CITY OF BAYONNE, IN THE COUNTY OF HUDSON, NEW JERSEY, HELD IN THE COUNCIL CHAMBER, MUNICIPAL BUILDING, 630 AVENUE C, ON WEDNESDAY, MAY 9, 2012. The Council met at 3:53 P.M. The Council President Ruane announced: “I would like to advise all those present that notice of this adjourned meeting of the Municipal Council of the City of Bayonne of May 9, 2012 has been provided to the public in accordance with the provisions of the Open Public Meetings Act of the State of New Jersey. Notice of time and place was posted and filed with the City Clerk and was forwarded the Jersey Journal and the Star Ledger by on May 4, 2012.” The Clerk called the roll. Present were: Council Members Czerwienski, Gillespie, Greaves, Hurley and Ruane. The Council President led the Pledge of Allegiance. ********** 01. Council Member Czerwienski moved the following resolution, seconded by Council Member Greaves, which was read by the Clerk and adopted. WHEREAS, the City of Bayonne participates in the Community Development Block Grant (CDBG) and Emergency Shelter Grant (ESG) Programs directly through the U. S. Department of Housing and Urban Development (HUD) and the HOME Program as part of the Hudson County Consortium; and WHEREAS, The U.S. Department of Housing and Urban Development requires the City of Bayonne to submit certain documents and certifications in connection with said programs; now, therefore, be it RESOLVED, that the Mayor is hereby authorized to sign all documents and certifications relating to the City’s FY 2012 CDBG and ESG Programs for the amounts listed below; and be it further RESOLVED, that the City of Bayonne is hereby authorized to submit its FY 2011 Annual Action Plan to the U.S. Department of Housing and Urban Development for the following anticipated amounts: 2012 CDBG Program $1,403,747 2012 CDBG Anticipated Program Income $ 60,000 2012 ESG Program $ 149,751 RESOLVED, that if the 2012 funding is reduced as a result of the U.S. Department of Housing and Urban Development allocation to the City of Bayonne, the CDBG Committee is authorized to adjust the proposed activity funding for each project. Yeas- Council Members Czerwienski, Gillespie, Greaves, Hurley and President Ruane. ********** 02. CY 2012 MUNICIPAL BUDGET HEARING The Clerk announced, “The CY 2012 Local Municipal Budget, which was approved at a meeting held March 14, 2012, was published in the Jersey Journal and posted on the bulletin board by summary as required by law, with notice that it would be further considered following a public hearing at this meeting of May 9, 2012, is now before the Council for its consideration and a public hearing. Council Member Greaves moved the following resolution, seconded by Council Member Gillespie, which was read by the Clerk and adopted. WHEREAS, the CY 2012 Local Municipal Budget of the City of Bayonne was approved on March 14, 2012, was published in the Jersey Journal on April 27, 2012, and was posted on the bulletin board as required by law with notice that it would be the subject of a public hearing at this regular meeting of May 9, 2012, and was made available to any member of the public requesting a copy of it during the week preceding and at this public meeting; now, therefore, be it RESOLVED, by not less than a majority of its full authorized membership, that the Municipal Council of the City of Bayonne hereby determines that the CY 2012 Local Municipal Budget of the City of Bayonne be read by its title. Yeas- Council Members Czerwienski, Gillespie, Greaves, Hurley and President Ruane. The Clerk read the budget by title. “CY 2012 LOCAL MUNICIPAL BUDGET” The Clerk announced, “The Council is now ready to give all persons interested in this CY 20120 Local Municipal Budget an opportunity to be heard concerning it. The council president will recognize anyone who wishes to speak.” The following persons spoke: Ray Massarelli – 15 Juliette Street Ted Zientek – 102 West 45th Street Council Member Czerwienski motion to close the hearing, seconded by Council Member Gillespie, which motion was adopted. Yeas- Council Members Czerwienski, Gillespie, Greaves, Hurley and President Ruane. Council Member Greaves moved the following resolution to table, seconded by Council Member Ruane, which was read by the Clerk and adopted. BE IT RESOLVED, that further consideration of the CY 2012 Local Municipal Budget be tabled to such time as the council determines to take the matter from the table. Yeas- Council Members Czerwienski, Gillespie, Greaves, Hurley and President Ruane. ********** At 4:01 P.M., Council Member Greaves motioned to adjourn, seconded by Council Member Czerwienski, which motion was adopted.
