SPECIAL MEETING OF THE MUNICIPAL COUNCIL OF THE CITY OF BAYONNE, IN THE COUNTY OF HUDSON, NEW JERSEY, HELD IN THE COUNCIL CHAMBER, MUNICIPAL BUILDING, 630 AVENUE C, ON WEDNESDAY, MAY 6, 2020 The Council met at 7:13 P.M. The President announced: “I would like to advise all those present that notice of this Special Meeting of the Municipal Council of the City of Bayonne of May 6, 2020 has been provided to the public in accordance with the provision of the Open Public Meetings Act of the State of New Jersey. Notice of time and place has been included in the annual notice of meetings, which was posted and filed with the Jersey Journal and the Star Ledger within the time required. An additional notice of time and place of the meeting was posted and filed with the city clerk and forwarded to the Jersey Journal and the Star Ledger by fax on May 1, 2020. And NOTICE WAS HEREBY GIVEN that the Municipal Council of the City of Bayonne will conduct the following meetings of the Annual Meeting Schedule for the purpose of conducting City business for 2020 through VIRTUAL/REMOTE communications equipment in conformance with the directives of the State of New Jersey: May 6, 2020 Caucus Meeting May 6, 2020 Special Meeting May 13, 2020 Regular Meeting Notice of this change in the format of the meeting was provided to the Jersey Journal and the Star Ledger on May 1, 2020 in accordance with the law and applicable Executive Orders. The Regular Meeting of the Municipal Council of the City of Bayonne is now in session. The clerk called the roll. Present were: Council Members Carroll, Gullace, La Pelusa, Perez, and President Nadrowski. Absent – Council Member LaPelusa. The Council President led the Pledge of Allegiance. ********** 01. Council Member Perez moved the following communication be received and filed, seconded by Council President Nadrowski, which motion was adopted. May 1, 2020 Madelene C. Medina, City Clerk City of Bayonne 630 Avenue C Bayonne, NJ 07002 RE: Call for Special Meeting Dear Ms. Medina: Please be advised that it will be necessary to call for a Special Meeting of the Municipal Council of the City of Bayonne on Wednesday, May 6, 2020 immediately following the Council Caucus at 7:00 P.M. The purpose of the Special Meeting is as follows: Extending the grace period for the payment of second quarter 2020 real property taxes to June 1, 2020, pursuant to Governor Murphy’s Executive Order 130. The Council as a whole moved the following resolution, which was read by the Clerk and adopted. Special Meeting May 6, 2020 Page 2 of 2 Whereas, the Governor of the State of New Jersey has issued Executive Order No. 130, and Whereas, said Executive Order allows municipalities to extend the grace period for 2 nd quarter property tax bills to June 1, 2020, and Whereas, due to the current COVID-19 pandemic the Mayor and Municipal Council are desirous to provide said relief to the Bayonne taxpayers, now, therefore, be it Resolved that: 1. The grace period for property taxes due on May 1, 2020 is hereby extended to June 1, 2020 2. Any payments received after June 1, 2020 shall be charged the authorized rates of interest retroactive to the nominal due date of May 1, 2020 as prescribed by statue Be it further Resolved, that commencing with the 3rd quarter property tax bills due August 1, 2020, the grace period for late payments will revert back to ten days after the nominal due date Yeas - Council Members Carroll, Gullace, La Pelusa, Perez, and President Nadrowski. ********** At 7:17 P.M., Council Member Perez moved to adjourn, seconded by Council President Nadrowski, which motion was adopted. _______________________________________ President – Sharon Nadrowski ____________________________________ City Clerk – Madelene C.
