Special Meeting April 24, 2014 Page 1 of 3 SPECIAL MEETING OF THE MUNICIPAL COUNCIL OF THE CITY OF BAYONNE, IN THE COUNTY OF HUDSON, NEW JERSEY, HELD IN THE COUNCIL CHAMBER, MUNICIPAL BUILDING, 630 AVENUE C, ON THURSDAY, APRIL 24, 2014. The Council met at 3:30 P.M. The Council President Ruane announced: “I would like to advise all those present that notice of this special meeting of the Municipal Council of the City of Bayonne of April 24, 2014 has been provided to the public in accordance with the provisions of the Open Public Meetings Act of the State of New Jersey. Notice of time and place of was posted and filed with the City Clerk, and was forwarded to the Jersey Journal and the Star Ledger by on April 18, 2014.” The Special Meeting of the Municipal Council of the City of Bayonne is now in session. The Clerk called the roll. Present were: Council Members Czerwienski, Gillespie, Greaves, Hurley and President Ruane. The Council President led the Pledge of Allegiance. ********** 01. Council Member Gillespie moved that the following communication be received and filed, seconded by Council Member Ruane, which motion was adopted. TO: Robert F. Smith, Mayor RE: Notice of Special Meeting of the Municipal Council – April 24, 2014 Date: April 17, 2014 Please be advised that it is necessary to call a Special Meeting of the Municipal Council of the City of Bayonne on Thursday, April 24, 2014 at 3:30 PM in the Dorothy E Harrington Municipal Council Chambers. The purpose of the meeting is as follows: 1. Take any and all actions necessary to adopt the CY2014 Municipal Budget. Please ensure that the appropriate Open Public Meetings Act notice is effectuated. Mark A. Smith Mayor cc. Council Member Czerwienski moved the following resolution, seconded by Council Member Greaves, which was read by the Clerk and adopted. WHEREAS, the local municipal budget for the calendar year 2014 was approved on the 19th day of March 2014, and WHEREAS, the public hearing on said budget has been held as advertised, and WHEREAS, it is desired to amend said approved budget, now THEREFORE, BE IT RESOLVED, by the Municipal Council of the City of Bayonne, County of Hudson, that the following amendments to the approved budget of calendar year 2014 be made: Special Meeting April 24, 2014 Page 2 of 3 FROM TO Section F: Bayonne Housing Authority Police Grant 465,629.00 458,625.00 Congregate Meals Program 459,139.00 466,143.00 Total Section F: 5,536,451.40 5,536,451.40 Section G: Land Sales 9,200,000.00 0.00 BMUA Concession Fee 0.00 8,850,000.00 Total Section G: 19,999,114.00 19,649,114.00 Total Miscellaneous Revenues 44,275,029.40 43,925,029.40 5. Council Member Ruane moved the following resolution to adopt CY2014 Municipal Budget, seconded by Council Member Gillespie, which was read by the Clerk and adopted. BE IT RESOLVED by the Municipal Council of the City of Bayonne, County of Hudson that the budget hereinbefore set forth is hereby adopted and shall constitute an appropriation for the purpose stated of the sums therein set forth as appropriations, and authorization of the amount of: (a) $66,310,434.72 (Item 2 below) for Municipal purposes, and (b) $69,689,811.00 (Item 3 below) for School purposes in Type I School District only (N.J.S.A. 18A:90-2) to be raised by taxation and, (c) (Item 4 below) to be added to the certificate of amount to be raised By taxation for local school purposes in Type II School Districts only (N.J.S.A. 18A:9-3) and certification to the County Board of Taxation of the following summary of general revenues and appropriations. (d) (Sheet 43) Open Space, Recreation, Farmland and Historic Preservation Trust Fund Levy (e) $1,778,224.00 (Item 5 below) Minimum Tax Levy Yeas - Council Members Czerwienski, Gillespie, Greaves, Hurley and President Ruane. ********** At 3:37 P.M., Council Member Greaves moved to adjourn, seconded by Council Member Czerwienski, which motion was adopted.
