SPECIAL MEETING
OF THE MUNICIPAL COUNCIL OF THE CITY OF BAYONNE, IN THE COUNTY OF
HUDSON, NEW JERSEY, HELD IN THE COUNCIL CHAMBER, MUNICIPAL BUILDING,
630 AVENUE C, ON MONDAY, JULY 31, 2017
The Council met at 6:05 P.M.
The Council President Nadrowski announced: “I would like to advise all those present
that notice of this special meeting of the Municipal Council of the City of Bayonne of
July 31, 2017, has been provided to the public in accordance with the provisions of the
Open Public Meetings Act of the State of New Jersey. Notice of time and place of the
meeting was posted and filed with the City Clerk and was forwarded to the Jersey
Journal and the Star Ledger by on July 26, 2017.”
The Regular Meeting of the Municipal Council of the City of Bayonne is now in session.
The Clerk called the roll.
Present were: Council Members Gullace, La Pelusa, Perez, and President Nadrowski.
Absent was: Council Member Cotter
The Council President led the Pledge of Allegiance.

01. Council Member Perez moved that the following communication be received
and filed, seconded by Council Member LaPelusa, which motion was adopted.

I hereby call for a Special Meeting of the Bayonne City Council on Monday, July
31, 2107 to begin at 6:00 pm. The purpose of this meeting is to take formal
action in awarding the improvements to Collins Park.

02. Council President Nadrowski moved that the following resolution be adopted,
seconded by Council Member LaPelusa, which motion was adopted.
WHEREAS, pursuant to Resolution 17-06-21-070 adopted on June 21, 2017
the City Council rejected bids received for Improvements to Dennis P. Collins Park –
Phase 1 pursuant to N.J.S.A. 40A:11-13.2 in that the bids received exceeded the City’s
appropriation for the goods or services and authorized the city clerk, to re-advertise for
bids for the aforesaid Improvements to Dennis P. Collins Park – Phase 1; and
WHEREAS, pursuant to said Resolution 17-06-21-070 the City Clerk advertised
in the Jersey Journal on June 22, 2107 that sealed bids for the aforesaid

Improvements to Dennis P. Collins Park – Phase 1 Re-bid would be received on July
11, 2017; and
WHEREAS, pursuant to such advertisement, six (6) proposals were received from:
(SEE ATTACHED); and
WHEREAS, Amy Dellabella, R.P.P.O., Q.P.A. and Gary Chmielewski, Director of Public
Works and Parks have examined the bids or proposals and have determined that the
bid of Picerno-Giordano Construction, LLC, 200 Market Street, Kenilworth, New
Jersey 07033 is the most advantageous to the City of Bayonne for Improvements to
Dennis P. Collins Park Phase I – Re-Bid utilizing Delete Item Number 3 through
Delete/Add Item Number 2; and
WHEREAS, Resolution No. 17-07-31-053 was introduced at the Municipal Council
meeting on July 19, 2017 awarding the contract for Improvements to Dennis P.
Collins Park Phase I-Re-Bid utilizing Delete Item Number 3 through Delete/Add
Item Number 2 to:
Picerno-Giordano Construction, LLC
200 Market Street
Kenliworth, NJ 07033
; and
WHEREAS, the aforesaid Resolution No. 17-07-31-053 was tabled by the
Municipal Council for further consideration due to concerns raised by Control
Industries, Inc.’s attorney; and
WHEREAS, a hearing was held at a Special Council Meeting held on July 31,
2017 wherein said concerns were addressed and a determination as to the lowest
responsible bidder was made; and
WHEREAS, it is the conclusion of the Municipal Council that it is in the best
interests of the citizens of Bayonne for the contract for Improvements to Dennis P.
Collins Park Phase I-Re-Bid utilizing Delete Item Number 3 through Delete/Add
Item Number 2 be awarded to the following lowest responsible bidder:
Picerno-Giordano Construction, LLC
200 Market Street
Kenliworth, NJ 07033
; and
WHEREAS, the Municipal Comptroller has filed a certification with the city clerk that
funds are available in the Port Authority Grant Account; now, therefore, be it
RESOLVED, that the contract for Improvements to Dennis P. Collins Park Phase I-
Re-Bid utilizing Delete Item Number 3 through Delete/Add Item Number 2 be
awarded to:
Picerno-Giordano Construction, LLC
200 Market Street
Kenliworth, NJ 07033
for the following bid price: $ 1,719,675.00 and that the contract be executed in the
name of the City of Bayonne by the proper city officials and that the said sum be
charged to account: Port Authority Grant.
