SPECIAL MEETING
OF THE MUNICIPAL COUNCIL OF THE CITY OF BAYONNE, IN THE COUNTY OF
HUDSON, NEW JERSEY, HELD IN THE COUNCIL CHAMBER, MUNICIPAL BUILDING,
630 AVENUE C, ON TUESDAY, NOVEMBER 20, 2018
The Council met at 4:33 P.M.
The Council President Nadrowski announced: “I would like to advise all those present
that notice of this special meeting of the Municipal Council of the City of Bayonne of
November 20, 2018 has been provided to the public in accordance with the provisions
of the Open Public Meetings Act of the State of New Jersey. Notice of time and place of
the meeting has been posted and filed with the City Clerk and was forwarded to the
Jersey Journal and the Star Ledger by on November 16, 2018.”
The Special Meeting of the Municipal Council of the City of Bayonne is now in session.
The Clerk called the roll.
Present were: Council Members Gullace, La Pelusa, and President Nadrowski.
Absent was: Council Member Perez
The Council President led the Pledge of Allegiance.

01. Council Member LaPelusa moved that the following communication be received
and filed, seconded by Council President Nadrowski, which motion was adopted.

02. Council President Nadrowski moved that the following communication be received

RE: Resignation
Dear Mayor Davis:
Please accept this letter as my formal resignation as First Ward Councilman effective
November 12, 2018. It has been my pleasure to serve the residents of Bayonne these
past four years. I am proud to have been part of the transformation of the City and to
have been able to work with the members of the City Council in trying to make Bayonne
Better.
I am honored that the Mayor has asked me to become the Director of the Department of
Public Works. I have always been about getting the job done. This position will allow
me to work on the things that I have always cared about. From the quality of our
playing fields and parks to the cleanliness of our streets I look forward to improving our
city.

03. The clerk announced that nominations for candidates to fill the vacancy created by
the resignation of Council Member Cotter would now be accepted. Council President
Nadrowski nominated Neil J. Carroll, III to fill the vacancy. There were no other
nominations.
The clerk polled the council members as to their vote to appoint Neil J. Carroll, III as
Council Member of the First Ward.
Yeas - Council Members Gullace, La Pelusa, and President Nadrowski.
Absent - Council Member Perez
The clerk read the following letter from Council Member Perez:

Dear Council President:
I regret to inform you that I will be unable to attend the Special Council Meeting
on Tuesday, November 20, due to travel plans that were made well before we knew
about the need for that meeting. Before leaving on my trip, I had the opportunity to
review the submissions from those interested in serving our community. I is
encouraging that so many people care about the future of Bayonne.
Of all the submissions that we received from First Ward residents, I believe that
the best-qualified candidate if Neil Carroll, III. He is an outstanding citizen of Bayonne.

He is a very intelligent Social Studies teacher who has been involved in the community
for several years. Neil has a great understanding of the issues that concern our
residents. He comes from a family with a long track record of public service. I am
proud to support him as the new First Ward Council Member. My only regret is that I
cannot be there to support him in person. I hope that my Council colleagues will join
with me in supporting Neil. I look forward to working with him in the years ahead.

04. The clerk had the newly appointed Council Member sign the following affidavit

The clerk then administered the Oath of Office and Council Member Carroll took his
seat at the dais and made some brief remarks.

At 4:21 P.M., Council President Nadrowski moved to adjourn, seconded by Council
Member LaPelusa, which motion was adopted.
