REGULAR MEETING OF THE MUNICIPAL COUNCIL OF THE CITY OF BAYONNE, IN THE COUNTY OF HUDSON, NEW JERSEY, HELD IN THE COUNCIL CHAMBER, MUNICIPAL BUILDING, 630 AVENUE C, ON THURSDAY, JANUARY 2, 2020 The Council met at 5:06 P.M. The Council President Nadrowski announced: “I would like to advise all those present that notice of this regular meeting of the Municipal Council of the City of Bayonne of January 2, 2020 has been provided to the public in accordance with the provisions of the Open Public Meetings Act of the State of New Jersey. Notice of time and place of the meeting has been included in the annual notice of meetings, which was posted and filed with the City Clerk, and with the Jersey Journal and the Star Ledger. An additional Notice of time and place was posted and filed with the City Clerk and was forwarded to the Jersey Journal and the Star Ledger by on December 30, 2019 .” The Regular Meeting of the Municipal Council of the City of Bayonne is now in session. The Clerk called the roll. Present were: Council Members Carroll, Gullace, La Pelusa, Perez, and President Nadrowski. The Council President led the Pledge of Allegiance. ********** 01. Council President Nadrowski moved the following resolution, seconded by Council Member Perez, which was read by Clerk and adopted. WHEREAS, it will be necessary to award contracts, incur commitments and make payments during calendar year 2020 prior to the adoption of the municipal budget; and WHEREAS, N.J.S.A. 40A:4-19 provides the authorization to make temporary appropriations prior to the adoption of the municipal budget, the total of which may not exceed 26.25% of the previous year’s total budget, excluding debt service, capital improvements and public assistance; and WHEREAS, the total amount of the temporary budget appropriations contained herein, amounting to $54,709,226.75 which include appropriations of $24,198,762 for debt service and $30,510,464.75 for operating expenses, does not exceed 26.25% ($36,996,694) of the previous year’s total budgetary appropriations exclusive of the aforementioned expenses. NOW THEREFOR BE IT RESOLVED, by the Municipal Council of the City of Bayonne that the temporary budget totaling $54,709,226.75 including $24,198,762 for debt service, which may be fully appropriated without regard to any limitation, are hereby appropriated to provide for said purposes in the temporary budget for the 2020 calendar fiscal year; and BE IT FURTHER RESOLVED, that also included in the temporary budget is $648,925 which shall be appropriated for the Parking Utility for the 2020 calendar fiscal year; and BE IT FURTHER RESOLVED, that the amounts required by statute for the payment of the 2020 County and School taxes, which are not included as part of this temporary budget, shall be paid as and when due; and BE IT FURTHER RESOLVED, that the dedicated revenues, in accordance with N.J.S.A. 40A:4-39, for the period from the beginning of 2020 calendar fiscal year until the date of budget adoption are hereby appropriated for the purposes to which said revenues are dedicated by the aforementioned statute, or other legal requirement. Council Member LaPelusa moved the following resolution, seconded by Council Member Perez, which was read by Clerk and adopted. Regular Meeting Page 2 of 2 WHEREAS, on December 11, 2019 the Municipal Council of the City of Bayonne passed Ordinance O-19-64 establishing the Bayonne Municipal Hospital Authority; and WHEREAS, pursuant to N.J.S.A. 30:9-23.19 the authority shall be governed by an 11 member board divided amount four classes; and WHEREAS pursuant to said statute, the Mayor appoints six (6) public members to the board with the advice and consent of the Municipal Council; and WHEREAS, Mayor James Davis has recommended the following six (6) individuals for appointment as Class III board members to the Bayonne Municipal Hospital Authority: Robert G. Doria Nicholas Chiaravalloti Cindy Galvin Stephanie Fisette Friday Mathews Ramon Veloz ;and WHEREAS, this Municipal Council desires that the above noted indiviudals be appointed to said board; now, therefore be it RESOLVED, that the following indiviudals are hereby appointed as Class III members of the Bayonne Municipal Hospital Authority for the terms set forth below: Robert G. Doria Five Year Term (Expiring 1/1/2025 Nicholas Chiaravalloti Five Year Term (Expiring 1/1/2025 Cindy Galvin Four Year Term (Expiring 1/1/2024 Stephanie Fisette Three Year Term (Expiring 1/1/2023 Friday Mathews Two Year Term (Expiring 1/1/2022 Ramon Veloz One Year Term (Expiring 1/1/2021 Yeas - Council Members Carroll, Gullace, La Pelusa, Perez, and President Nadrowski. ********** At 5:08 P.M., Council Member Perez moved to adjourn, seconded by Council President Nadrowski , which motion was adopted.
