SPECIAL MEETING
OF THE MUNICIPAL COUNCIL OF THE CITY OF BAYONNE, IN THE COUNTY OF HUDSON,
NEW JERSEY, HELD IN THE COUNCIL CHAMBER, MUNICIPAL BUILDING, 630 AVENUE C,
ON WEDNESDAY, MAY 21, 2020
The Council met at 7:05 P.M.
The President announced: “I would like to advise all those present that notice of this Special
Meeting of the Municipal Council of the City of Bayonne of May 21, 2020 has been provided to
the public in accordance with the provision of the Open Public Meetings Act of the State of New
Jersey. Notice of time and place of this meeting was posted and filed with the city clerk and
forwarded to the Jersey Journal and the Star Ledger by fax on May 18, 2020.
And NOTICE WAS HEREBY GIVEN that the Municipal Council of the City of Bayonne will
conduct the following meetings of the Annual Meeting Schedule for the purpose of conducting
City business for 2020 through VIRTUAL/REMOTE communications equipment in
conformance with the directives of the State of New Jersey:
Notice of this change in the format of the meeting was provided to the Jersey Journal and the
Star Ledger on May 18, 2020 in accordance with the law and applicable Executive Orders.
The Regular Meeting of the Municipal Council of the City of Bayonne is now in session.
The clerk called the roll.
Present were: Council Members Carroll, Gullace, La Pelusa, Perez, and President Nadrowski.
The Council President led the Pledge of Allegiance.

01. Council Member Perez moved the following communication be received and filed,
seconded by Council Member LaPelusa, which motion was adopted.

RE: SPECIAL MEETING NEEDED
THURSDAY, MAY 21, 2020 @ 7:00 PM
Mrs. Council President:
There is a need for a Special Meeting of the Bayonne Municipal Council on Thursday,
May 21, 2020 at 7:00 pm for the following item to be addressed:
Resolution of the Municipal Council of the City of Bayonne authorizing the Mayor and
Clerk to execute a Reimbursement Agreement with the County of Hudson, and any and
all documents necessary to effectuate same, in furtherance of expediting the City’s receipt
of CARES ACT/Stimulus funds from the County.
The primary cause of the need for the Special Meeting is that the Reimbursement
Agreement is due on Friday, May 22, 2020. I have attached a copy of the proposed
Reimbursement Agreement for the Municipal Council’s review.

02. Council Member LaPelusa moved the following resolution, seconded by Council Member
Perez, which was read by the Clerk and adopted.
RESOLUTION AUTHORIZING (1) THE SUBMISSION OF A REIMBURSEMENT APPLICATION TO
THE COUNTY OF HUDSON AND, IF AWARDED THE REIMBURSEMENT FUNDING, (2)
EXECUTION OF AN AGREEMENT WITH THE COUNTY OF HUDSON TO RECEIVE STIMULUS
FUNDING PROVIDED TO THE COUNTY PURSUANT TO THE CORONAVIRUS AID RELIEF AND
ECONOMIC SECURITY ACT.
WHEREAS, the United States of America, the State of New Jersey, the County of Hudson
(the "County") and the City of Bayonne (the "City") are victims of and have been profoundly
impacted by the COVID-19 Virus and Pandemic (the "Coronavirus"); and
WHEREAS, the Coronavirus has caused economic damage and hardships to states,
counties and municipalities throughout the United States of America; and
WHEREAS, on March 27, 2020 the Coronavirus Aid Relief and Economic Security Act
(the "CARES Act") was signed by President Donald J. Trump; and
WHEREAS, the CARES Act was enacted, among other purposes, to combat the economic
damage caused to states, counties and municipalities caused by the Coronavirus; and
WHEREAS, the County has received CARES Act funds in the amount of $117,327,044.40
from the United States Treasury (the "Stimulus Funds") to be used to reimburse the County and
the municipalities and agencies within the County (the "Municipalities"), including the City of
Bayonne, for unforeseen economic damage caused to them by the Coronavirus; and
WHEREAS, as the recipient of the Stimulus Funds, it will be the responsibility of the
County to disburse the Stimulus Funds to eligible recipients in accordance with the terms and
provisions of the CARES Act and any guidelines or regulations issued by the United States
government or any of its agencies and/or departments; and
WHEREAS, the City must submit an application to the County in order to be eligible to
receive the Stimulus Funds; and
WHEREAS, the City must execute an agreement with the County in order to receive the
Stimulus Funds; now, therefore, be it
RESOLVED, BY THE MUNICIPAL COUNCIL OF THE CITY OF BAYONNE, as follows:
1. The Mayor and/or Business Administrator and/or CFO and/or Clerk of the City of
Bayonne is/are authorized to submit a reimbursement application to the County for the purpose
of receiving funding provided to the County pursuant to the CARES Act.
2. When awarded the Stimulus Funds, the Mayor and/or Business Administrator and/or
CFO and/or Clerk is/are authorized to execute an Agreement with the County in substantially
the form attached hereto.
3. Subject to review and approval by the Law Director, the Mayor and/or Business
Administrator and/or CFO and/or Clerk is/are authorized to execute any Amendments to the
aforesaid Agreement.
