(the “Contractor”) for professional legal services as labor attorney to cover the cost of outstanding invoices for the month of December 2021 and authorizing the Treasurer to issue payment in the amount of $5,676,00 to the Contractor to cover the cost of said outstanding invoices and closeout said agreement. R-10 Authorizing the Mayor and/or his designee to execute a Consent Agreement and Final Order In the Matter of City of Bayonne NJPDES Permit No. NJ G0151033, Docket No. CWA-02-2022-3303, in connection with alleged violations of the Consolidated Water Act (“CWA”) relative to the operation of the City’s municipal separate storm water system (“MS4”) for the reduced amount of $11,000 from $18,000 and authorizing the Municipal Treasurer to issue payment to the Treasurer of the United States of America in the amount of $11,000 pursuant to same. R-11 Authorizing the Mayor and City Clerk to execute an agreement(s) as are required and found to be acceptable by the Law Director, with FAIRVIEW INSUANCE AGENCY ASSOCIATES, INC., 25 Fairview Avenue, Verona, NJ 07044 for Professional Risk Management Services for the period commencing January 1, 2022 and ending December 31, 2022 at a risk management fee of 3% ($66,648.00) of the City’s NJIIF premium assessment for the 2022 Calendar Year. R-12 Authorizing the Mayor and the City Clerk to execute an agreement with RAINONE, COUGHLIN, MINCHELLO, 555 U.S. Highway One South, Suite 440, Iselin, New Jersey for professional legal services related to the existing Utility Agreements and Management Agreements for the City’s water and sewer systems for the period commencing January 1, 2022 and ending December 31, 2022 for an amount not to exceed $60,000.00 pursuant to the Fair and Open Process. R-13 Authorizing the Mayor and City Clerk to execute an amendment to Agreement No. CY20-098 with ARTHUR R. THIBAULT, JR., ESQ. of Apruzzese, McDermott, Mastro & Murphy, P.C. (the “Contractor”) for professional legal services as labor attorney in connection with union labor negotiations extending same for a one (1) month period commencing December 1, 2021 and ending December 31, 2021 with no additional increase in the amount of the contract and authorizing the Treasurer to issue payment in the amount of $3,100.50 to the Contractor. R-14 Amending Resolution No. 21-12-15-058 authorizing an agreement with NORTH STAR HEALTH SYSTEMS d/b/a HUDSON HEALTH EMPLOYEE ASSISTANCE (the “Contractor”), 354 Avenue C, Bayonne, NJ for professional mental health services in connection with the City’s Employee Assistance Program for City of Bayonne Municipal Employees for the period commencing January 1, 2022 through December 31, 2022 to reflect the Contractor as Hudson Health Employee Assistance. R-15 Amending Resolution No. 21-12-15-060 authorizing an agreement with DONOHUE, GIRONDA, DORIA & TOMKINS, LLC (the “Contractor”) for professional accounting/auditing services for CY2021 and CY2022 to correct scrivener’s error and reflect that the technical advice to be provided by the Contractor should have reflected during the Calendar Year ending December 31, 2022. R-16 Authorizing the Mayor and City Clerk to enter into a Right-of-Way Agreement (ROW) with AL PASIECHNIK, for purposes of installing and maintaining a wraparound awning protruding into two (2) of the City’s Rights-of-Way (the East 4th Street ROW and Hobart Avenue ROW and an enclosure encroaching onto the City’s Hobart Avenue ROW located at the building located at 107-109 Hobart Street designated as Block 344, Lot 9.01 on the official tax map of the City of Bayonne, for an annual fee of $500.00 ($250.00 for each ROW) payable to the City as an annual assessment. R-17 Authorizing the Mayor and City Clerk to enter into a Right-of-Way Agreement (ROW) with THE FERRARO FAMILY PARTNERSHIP, LP, for purposes of installing and maintaining two (2) awnings encroaching approximately 2.5 feet into the City’s ROW at the two (2) entranceways to the building located at 766-768 Broadway, designated Block 132, Lot 51.01, on the official tax map of the City of Bayonne, for an annual fee of $500.00 ($250.00 per awning) payable to the City. R-18 Imposing the minimum wage be increased from $13.00 per hour to $15.00 per hour to any and all Municipal Employees retroactive to January 1, 2022 and authorizing and directing the Department of Finance and Administration to implement budgetary and payroll action and to utilize funding received part and parcel of the American Rescue Plant Act of 2021 to the greatest extent legally permissible to fun the differential between the State minimum wage and City minimum wage.
