PLANNING BOARD CITY OF BAYONNE MINUTES OF SPECIAL MEETING AUGUST 15, 2017 A special meeting of the City of Bayonne Planning Board was held on Tuesday, August 15, 2017 in the Dorothy E. Harrington Municipal Council Chambers, 630 Avenue C, Bayonne, New Jersey. Chairman Garelick called the meeting to order at 6:17 p.m. and led all in the Pledge of Allegiance to the Flag. Chairman Garelick advised that the Board has complied with the Open Public Meetings Act/Sunshine Law. Commissioner Malloy called the roll. Present at the meeting were, Chairman Garelick, Commissioners Malloy, Perez, Quintela, Becker, Lawandy and Valado. Mayor Davis and Commissioner Fiermonte were absent. Also present were Richard N. Campisano, Esq., Board Counsel, Suzanne Mack, PP City Planner and Lillian Glazewski, Land Use Administrator. Public Hearing: Presentation of the Reexamination Report of the Master Plan. Francis Reiner, LLA, PP of DMR Architects, who prepared the Reexamination Report of the Master Plan discussed the process that is followed during the course of the preparation of the Master Plan. Mr. Reiner said that several evening meeting were held with resident involvement, wherein they were asked about their goals and objectives for the City and many of those comments have been incorporated into the Master Plan. In total, three public workshops were held, including an online Planning Board Minutes August 15, 2017 Special Meeting Page 2 survey which received eight hundred responses. After all of this was done, a draft of the plan was prepared and once again the public had an opportunity to provide input. Board questions/comments: Chairman Garelick commented on how well the process went in getting the Master Plan to completion. Commissioner Lawandy questioned Mr. Reiner. Resident questions/comments: Residents Gary La Pelusa, Albert Rinaldi, Ron Prezioso, Peter Franco and Tony Campano questioned Mr. Reiner. A short break was taken at 7:49 p.m. and the meeting resumed at 7:58 p.m. The roll was called. Continuation of Resident comments / questions: Residents Cydney DeFilipo and Jerome Green questioned Mr. Reinber. Statements: Resident Albert Rinaldi thanked Mr. Reiner for incorporating the residents’ comments into the plan. Commissioner Malloy said that he is very pleased with how well the open process on this Master Plan went. Chairman Garelick thanked Mr. Reiner and the residents who attended the meetings and responded to the online survey with their input. Chairman Garelick said that there is a lot of development and interest to develop in Bayonne. However, before any development is implemented, they must come before this Board for approval. Commissioner Perez made a motion to adopt the Master Plan and Commissioner Valado seconded the motion. A unanimous vote followed. Planning Board Minutes August 15, 2017 Special Meeting Page 3 Adoption of Resolutions • P-17-013 MAHALAXMI BAYONNE, LLC (Gupta) – Site: Harbor Station South in City Block 751, Lot 1 – Subdivision Approval o Commissioner Perez made a motion to approve the resolution and Commissioner Garelick seconded the motion. A unanimous vote followed. A motion was made to close the meeting at 9:50 p.m. Susan Bischoff, Certified Shorthand Reporter, 449 Columbia Boulevard, Wood-Ridge, NJ 07075 took a transcript of the meeting. /lg
