MINUTES OF SPECIAL MEETING
DECEMBER 15, 2015
A special meeting of the City of Bayonne Planning Board was held on Tuesday, December 15,
2015 in the Dorothy E. Harrington Municipal Council Chambers, 630 Avenue C, Bayonne, New Jersey.
Chairman Garelick called the meeting to order at 6:05 p.m. and led all in the Pledge of
Allegiance to the Flag. Chairman Garelick advised that the Board has complied with the Open Public
Meetings Act/Sunshine Law.
Secretary Marsella called the roll. Present at the meeting were Chairman Garelick and
Commissioners, Marsella, La Pelusa, Mulcahy, Quintela, Lawandy and Vincent Virga, mayoral designee.
Mayor James M. Davis and Commissioners Fiermonte and Malloy were absent.
Also present were Suzanne Mack, P.P., City Planner, Richard N. Campisano, Esq., Board
Counsel and Lillian Glazewski, Land Use Administrator.
Adoption of Minutes:
No minutes were available for adoption.
Communications:
• Request by the Municipal Council for the Planning Board to review and comment on An
Ordinance Amending and Supplementing the Revised General Ordinances of the City of
Bayonne, Chapter 37, Historic Preservation.
City Planner Suzanne Mack spoke about the past history of the site.

Chairman Garelick made a motion to forward the Board’s recommendation to the Municipal
Council to approve the designation and Commissioner Mulcahy seconded the motion. A unanimous vote
followed.
Public Hearing:
On the adoption of a Third Round Housing Element of the Master Plan and Fair Share Plan
pursuant to N.J.S.A. 40:55D-13 et seq.
Brian Slaugh, P.P. of Clarke, Caton Hintz, gave a background of the Fair Share Housing Plan
to bring new members up-to-date with what is going on now. He said that the purpose of the Housing
Element and Fair Share plan is to address the affordable housing obligations of the City mandated by
the Fair Housing Act of 1985. The “Third Round” affordable housing obligation is based on the New
Jersey Supreme Court’s March 10, 2015 decision and the State’s affordable housing regulations and is
structured to meet the State requirement for the Master Plan.
Commissioner Marsella made a motion to adopt the “Third Round” Housing Element and Fair
Share Plan dated December 15, 2015 and Commissioner Mulcahy seconded the motion. A unanimous
vote followed.
Adoption of Resolutions
• Resolution on An Ordinance Amending and Supplementing the Revised General
Ordinances of the City of Bayonne, Chapter 37, Historic Preservation.
o Chairman Garelick made a motion to adopt the resolution and Commissioner Marsella
seconded the motion. A unanimous vote followed.
• Resolution On the adoption of a Third Round Housing Element of the Master Plan and Fair
Share Plan pursuant to N.J.S.A. 40:55D-13 et seq.
o Commissioner Marsella made a motion to adopt the resolution and Commissioner
Mulcahy seconded the motion. A unanimous vote followed.

A motion was made to close the meeting at 6:38 p.m.
