Minutes
A Special Meeting of Beaver Borough Council was held in the Community Room regarding the
Council vacancy in Ward 1. Called to order on December 10, 2019 at 6:30PM by President Sean
Snowden.
• Mr. Snowden requested a moment of silence in memory of Robert Smith who passed away on
December 3, 2019
Mayor Hamilton, Mr. Deelo, Mr. Snowden and Mr. Woolley – Mr. Smith was a significant
member of our community and served as a local historian. He was a member of the Beaver
Streetscape Committee and Beaver Area Heritage Foundation, was one of the founders in the
establishment and design of the Beaver Area Heritage Museum, planner of the Beaver Clock
Tower, Flag Plaza at College Avenue and the memorial monument for the First American
Regiment at Fort McIntosh Park.

Motion by Ms. McKean nominating Mr. Woodske to fill the open seat of Jarrod Thomas in 1 st
Ward. Seconded by Mr. Perini.
o Roll call vote: Ms. McKean – Yes, Mr. Andres – No, Ms. King – No, Mr. Sebastian – Yes,
Mr. Perini – Yes, Mr. Rathbun – No, Mr. Deelo – Abstained (conflict of interest), Mr.
Snowden – No. Motion failed on the indicated roll call vote, 3-4.
Motion by Ms. King nominating Mr. Bovalino to fill the open seat of Jarrod Thomas in 1 st
Ward. Seconded by Mr. Perini.

Mr. Perini – Yes, Mr. Rathbun – Yes, Mr. Deelo – Abstained (conflict of interest), Mr.
Snowden – Yes. Motion passed on the indicated roll call vote, 6-1.
o Mayor Hamilton swore in Mr. Bovalino as Board Member serving Ward 1 with his term to
expire December 31, 2021. Mr. Bovalino signed the Affidavit of Residence and Oath of Office.
Signed copies are to be preserved by Ms. Hindman, Borough Secretary, as Borough
record.

• A regular scheduled meeting of Beaver Borough Council was held in the Community Room and
called to order on December 10, 2019 at 7:00PM by President, Sean Snowden.

Approval of minutes
Motion by Mr. Rathbun to accept the November 12, 2019 Council meeting minutes and the November
26, 2019 Work Session minutes. Seconded by Mr. Sebastian. Voice vote passed unanimously.
Treasurer’s Report – Reported by Andy Kennedy, Finance Manager
• Finance Manager “Notes for November 2019 Financial Reports” enclosed in council packet
• Reports will be filed for annual audit
Review invoice and authorization to pay bills
Motion by Mr. Sebastian to authorize and pay submitted invoices for the Borough. Seconded by Ms.
McKean. Voice vote passed unanimously.

Council of Governments (COG) – No report
Civil Service Commission – Reported by Ms. Sefton
Reorganizational meeting will be held on January 6, 2020 at 6:30PM
Candidate Eligibility List will expire at midnight August 26, 2020
Zoning Hearing Board (ZHB) – No report
Planning Commission – Reported by Mr. Rice
October 21, 2019 and November 18, 2019 minutes enclosed in council packet.
Environmental Planning and Design shared a two phase document to the Planning Commission
advising how to update the zoning ordinances. The Planning Commission is recommending Council
approve Phase 1 with the work to begin in the first quarter of 2020 and to be completed by the end
of June. Proposal in the amount of $7,706 by AJ Schwartz.
Mr. Deelo - Motion will made at the January meeting
Phase 2 will be in 2021
Quay Park – Notified of an opportunity for funding for Quay Park. Requesting a letter of support in
late winter or early spring from the Borough Manager to complete the application process.
Mr. Madgar stated this can be further discussed at the January Work Session

Tree Commission –
October 28, 2019 minutes enclosed in council packet
Mr. Rathbun requested a copy of annual report submitted for recertification of Tree City
Code Enforcement Officer Report – Reported by Mr. Sprecker
November 2019 report enclosed in council packet.
Historic Architectural Review Board (HARB) – No report
Municipal Authority – Reported by Mr. Deelo
November 20, 2019 meeting minutes enclosed in council packet.
Council Committee Reports
Public Safety/Code Enforcement – No report
Finance – Reported by Mr. Perini
Budget ran a deficit last year. Encourages council members to review the Finance Managers
report.
Mr. Madgar stated at the next Work Session, he’ll provide council members an overview of the
projects that were completed in 2019 that were not budgeted for but needed to be completed.
Need to discuss tax rates and how to generate revenue. Budget is tight.
o Pool pumps & valves, Gazebo, Clock Tower repairs and Street Sweeper repairs, Salt Shed –
these needed immediate action but were not included in the budget
Highway – Reported by Mr. Martone
Completed the Access Road and guardrail system
Second Street payment recommendation is in the council packet
Basketball court paving is complete – grading and striping should be completed in the spring
General Government – Reported by Mr. Andres
5 Year Comprehensive Plan packet enclosed in council packet
Recreation – Reported by Ms. King and Ms. McKean
Ms. King – met with Liza Fuller from the Planning Commission to discuss applying for a grant
through the Beaver County Foundation for the Clark Park Monument. Will require matching funds.
Application is due April 2020. Borough Manager will be included on discussions.
Ms. McKean –
o NSDAR Historic Preservation Grant Application for funding of the restoration of the Clark
Park Monument.
o Also looking into DCNR grants for the pool that may also require matching funds.
o Solicitor Fedeles – Motion is needed by council to move forward to apply for a grant that
requires matching funds.

Reviewed November 2019 report enclosed in council packet.
Thanked everyone involved in Light up Night – largest parade we’ve had so far
Meeting with representatives of Underground Beaver. They are successful with their monthly
events. A great asset to our Business District.
Ms. Hindman – Reviewed Rental Registration report in council packet
President’s Report –
Executive Session at the end of the meeting regarding litigation and personnel. There will be
motions after the Executive Session.
Light up Night was a success – thanked everyone involved
Reminder to council that the Columbia Gas and Shell supplemental payments won’t last to much
longer – cannot rely on that money for the budget
Thanked Mr. Kennedy and Mr. Perini for with effort on keeping everyone on track with the budget
Thanked committee members for their extra work looking into grants and keeping our community
running smoothly
Mayor Hamilton –
Light up Night, Small Business Saturday and Tuba Christmas were all successful to not only the
residents but to business owners as well.

Borough Engineer and Borough Municipal Authority Engineer –
November 2019 Borough Engineer and Municipal Authority monthly reports enclosed in council

Old Business
Motion – Beaver Area Memorial Library Donation
Motion by Mr. Bovalino, I move that Beaver Borough Council approve the donation of $26,500 to the
Beaver Area Memorial Library. This item is approved in the 2019 budget. Seconded by Ms. King. Voice
vote passed unanimously.
Motion – Cancel December Work Session
Motion by Mr. Andres, I move that Beaver Borough Council approve cancel the Work Session scheduled
for December 24, 2019. Seconded by Ms. McKean. Voice vote passed unanimously.

Motion – Dinkmar 16 cubic yard self-contained leaf vacuum – Recycling Grant
Motion by Mr. Rathbun, I move that Beaver Borough Council approve the attached Stephenson
Equipment Inc. invoice # 18023758 dated 11/27/19 in the amount of $57,000 as part of the awarded
Section 902 Department of Environmental Protection (DEP) Recycling Grant (SAP Document
4100083226 902-168-2018). Seconded by Ms. McKean. Voice vote passed unanimously.
Motion – Tax Levy and Rate of Tax for 2020
Motion by Mr. Perini, I move that Beaver Borough Council approve and enact the attached ordinance
amending Chapter 24 of the Code of Ordinances, to levy and fix the rate of a tax on real property for
the fiscal year 2020. Rate of 26 mills (no increase from 2019). Seconded by Mr. Sebastian. Voice vote
passed unanimously.
Motion – Adopt 2020 Beaver Borough General Fund
Motion by Mr. Perini, I move that Beaver Borough Council adopt the 2020 Beaver Borough General
Fund Budget as advertised. I move further that a copy of that budget, electronic or otherwise, be
attached hereto and retained in the Borough records. Seconded by Mr. Deelo. Voice vote passed
unanimously.
New Business
Motion – 2020 Schedule of Beaver Borough meetings
Motion by Mr. Andres, I move that the attached 2020 Schedule of Beaver Borough meetings be and is
hereby approved and adopted for the 2020 calendar year, and that the Solicitor be and is hereby
directed to properly advertise the same. Seconded by Ms. King. Voice vote passed unanimously.
Motion –Advertise for reorganization meetings
Motion by Mr. Perini, I move that Beaver Borough Council approve the proposed General Fund Budget
for 2020 and to authorize the Solicitor to advertise for adoption at the December 10, 2019 meeting.
Seconded by Mr. Rathbun. Voice vote passed unanimously.
Motion – Youngblood Paving, Inc. Invoice # 2019-1785
Motion by Mr. Rathbun, Per the attached recommendation of the Borough Engineer dated December
10, 2019, I move that Beaver Borough Council approve Youngblood Paving, Inc. invoice # 2019-1785 in
the amount of $188,201.41 of the $218,201.41 for the Phase 2 portion of the Beaver Borough 2019
Road Paving Project. Retaining $30,000 to ensure completion of the outstanding list of items.
Seconded by Ms. McKean. Voice vote passed unanimously.
Motion by Mr. Rathbun to enter into Executive Session. Seconded by Ms. King. Voice vote passed
unanimously.

Motion – Part-time Police Officer pay rate
Motion by Mr. Perini, in conjunction with the 2020 budget, I move to approve a pay increase of 3% for
all part-time police officers effective January 1, 2020. Seconded by Ms. McKean. Voice vote passed
unanimously.
Motion – Chief of Police pay rate
Motion by Mr. Perini, in conjunction with the 2020 budget, I move to approve a pay increase of 3% for
the Chief of Police effective January 1, 2020. Seconded by Mr. Bovalino. Voice vote passed
unanimously.
Motion – Borough Manager pay rate
Motion by Mr. Perini, in conjunction with the 2020 budget, I move to approve a pay increase of 3% for
the Borough Manager effective January 1, 2020. Seconded by Mr. Sebastian. Voice vote passed
unanimously.
Motion – Full-time and Part-time administrative personnel pay rate
Motion by Mr. Perini, in conjunction with the 2020 budget, I move to approve a pay increase of 3% for
all full-time and part-time administrative personnel effective January 1, 2020. Seconded by Ms.
McKean. Voice vote passed unanimously.
Motion to adjourn by Ms. McKean. Seconded by Mr. Rathbun. Voice vote passed unanimously.
