Borough of Beaver, PA Council Meeting August 9, 2022 Minutes • A regular scheduled meeting of Beaver Borough Council was held in the Community Room and was called to order on Tuesday, August 9, 2022 at 7:25 PM by Council President, Alexander Andres. • Council Representatives in attendance: Alexander Andres, Michael Deelo, Roberta Good, Margaret McKean, Jim Perini, Alex Sebastian, Sean Snowden, and Amy Stettler. Borough officials in attendance: Mayor Thomas Hamilton, Solicitor Garen Fedeles, Borough Manager/Chief of Police Dan Madgar, Rebecca Phillips, and Debbie Hindman. Approval of Minutes Motion by Mr. Snowden to accept the July 12, 2022 Council Meeting minutes and the July 26, 2022 Work Session minutes. Seconded by Ms. Good. Voice vote passed unanimously. Treasurer’s Report – • July 2022 Financial Report included in the Council Packet. Motion by Ms. Good to accept the Treasurer’s Report. Seconded by Mr. Snowden. Voice vote passed unanimously. Review invoices and authorization to pay bills Motion by Ms. Stettler to authorize and pay submitted invoices for the Borough. Seconded by Ms. Good. Voice vote passed unanimously. Public Participation • Jane Conklin, 239 Dravo – o Addressed concerns of water supply/quality if there was a large increase of properties. Issues have been reported in the Cranberry area due to this issue.  Mr. Martone – There is adequate supply of water and sewage capacity to take on additional properties within Beaver Borough. August 9, 2022 Page 1 Reports – Commissions / Authorities Council of Governments (COG) – Reported by Mr. Andres • There was no meeting in July. • Local Government Conference to be held at the Beaver Valley Mall this year. Event will take place September 28, 2022. Civil Service Commission – No report Zoning Hearing Board (ZHB) – No report Planning Commission – No report Tree Commission – No report Code Enforcement Officer Report – • July 2022 Code Enforcement Officer Report included in the Council packet. Historic Architectural Review Board (HARB) – Reported by Mr. Rice • Gave update of Historic District Emblem program o Program started at Garrison Day on June 11, 2022. Approximately 70% of the emblems have been registered by property owners and approximately 40% have been picked up. Residents can see if their homes qualify by visiting the Beaver Area Heritage Foundation website. • HARB to make a presentation to Council at the August 23, 2022 Work Session to make recommendations on potential ordinance changes within the Historic District. Municipal Authority – Reported by Mr. Deelo • July 20, 2022 meeting minutes and Municipal Authority Engineer report included in the Council packet. • Municipal Authority considering adding a second Board meeting each month. Currently the Municipal Authority Board meets once a month on the third Wednesday. Shaw Park/Pool – Reported by Mr. Andres • First fundraising event will be held on August 18, 2022. The committee is currently seeking large donations and the first step of the fundraising plan. • Ms. Stettler – Asked if a video was completed for the fundraising. o Mr. Andres – The video was completed and will present at an upcoming meeting to Council or it will be posted on the Pool Committee’s website. August 9, 2022 Page 2 Council Committees Finance – Reported by Mr. Perini • Will start to meet and work the Finance Manager to start drafting the 2023 budget for Council’s review and input starting this fall. • Reminded Council that the Borough is not able to raise taxes next year due to the County-wide property reassessment. General Government – No report Highways – Reported by Mr. Deelo • Upcoming motion to advertise bid for 2022 Road Paving Project. • Reviewed gas line replacement construction being completed by Columbia Gas on College Avenue (between Fourth and Fifth Street), Fifth Street (between Insurance and Market Street) and Insurance Street (between Fourth and Fifth Street). These areas will have a temporary restoration patch installed this year and paving will be completed in these areas Spring 2023. o Mr. Snowden – Asked if the construction crew’s equipment can be stored in another area as parking is limited to residents in this area.  Mr. Sprecker – Will reach out to the contractor to store the equipment in another area while work is not being completed. Public Safety / Code Enforcement – No report Recreation – Reported by Ms. McKean • Asked that Mr. Martone look at the Water Lot area in regards to its preservation. o Mr. Madgar – Structure should be examined to make sure it is structurally stable. • Mr. Madgar – Asked for an update regarding an email that was received by the Borough from BCRC and their walkthrough of the Water Lot with Ms. McKean. o Ms. McKean – Aimee Kruczek of BCRC is doing a project near the Water Lot and ran into Ms. McKean at the site. The Borough does not need to do any follow up with BCRC. Reports Manager/Secretary Report – Reported by Mr. Madgar • Chief Madgar, Mayor Hamilton and Sgt. McCoy attended the Beaver Area School District’s School Board Safety Committee meeting. Items discussed included potential School Resource Officer opportunities within the district. Additional meetings will continue in the future and will continue to keep Council updated. • Chief Madgar and Mayor Hamilton attended the Pool Committee meeting held on August 8, 2022. Mr. Madgar updated the committee on Council’s plans and Moshier Studios completing a schematic design of the old pool bathhouse. All feedback from the committee was positive. August 9, 2022 Page 3 • Cherie Moshier of Moshier Studios visited the bathhouse last week to begin measurements for schematic design. • Received quote from Environmental Planning and Design (EPD) to create a schematic design of the landscaping of Shaw Park and the bathhouse. Partnership with EPD will be beneficial as they put together the designs for the new pool being fundraised by the Pool Committee. The partnership will ensure all pieces of the project fit together seamlessly. The quote will be provided at the August Work Session for review and a motion will be presented at the September Council Meeting. Timing of these designs will be critical for grant applications. • Update on Quay Park o Mr. O’Leary is still working on finding a stage within their budget and is still fundraising for the project. Mr. O’Leary does not expect this project to be ready until at least Spring of 2023. Mr. O’Leary stated that the Borough can move forward with replacing the sidewalks in Quay Park, as they will be a separate project from a stage. Mayor Hamilton – No report President’s Report – Reported by Mr. Andres • Reviewed report included in the Council Packet. o Ms. Stettler – Relayed concerns from business owners regarding communication of the Car Cruise (such as road closures) and limited parking. • Concert in Linn Park will be held on Saturday, August 13th • Ms. Stettler asked for more information regarding the American Rescue Plan (ARP) funds. o Mr. Fedeles – ARP funds have been received and can be used for recreational projects. Council has until the end of 2024 to allocate the ARP funds. Police Department – No report Fire Department – Reported by Mr. Perini • Fire Department is looking to add more members. Encouraged anyone who may be interested to visit their training nights on Mondays from 7PM – 8PM. Emergency Management Coordinator – No report Borough Engineer – Reported by Mr. Martone • July 2022 report included in the Council packet. • 2022 Road Paving Project bid prepared to be advertised. Contract will be awarded at the September 13, 2022 meeting. • Applications submitted to Norflok Southern regarding the eroded slope near railroad tracks across from Linn Park. The applications address the repair design and access near the railroad tracks. Solicitor Report – No report August 9, 2022 Page 4 Motions Hometown Happenings Crafts in the Park Event Motion by Ms. Stettler, I move that Beaver Borough Council approve a request from Hometown Happenings to serve alcohol at the Crafts in the Park event on September 3, 2022. Seconded by Mr. Snowden. Voice vote passed unanimously. Advertise Bid for 2022 Road Paving Project Motion by Mr. Deelo, I move that Beaver Borough Council approve to advertise a request of bids for the 2022 Road Paving Project in accordance with the Borough Engineer’s report dated August 4, 2022. Seconded by Mr. Sebastian. Voice vote passed unanimously. Amendment to Beaver Borough Zoning Ordinance Motion by Ms. Stettler, I move that Beaver Borough Council approve the attached ordinance amending Chapter 27 of the Borough’s Code of Ordinances to add the “Traditional Neighborhood Development Overlay District” as Part 20. Seconded by Mr. Deelo. Voice vote passed unanimously. Amendment to Beaver Borough Zoning Map Motion by Ms. Good, I move that Beaver Borough Council approve the attached ordinance and map amending Chapter 27 Part 107 to change the Zoning Map to include the “Traditional Neighborhood Development Overlay District”.
