Borough of Beaver, PA Council Meeting July 11, 2023 Minutes • A regular scheduled meeting of Beaver Borough Council was held in the Community Room and was called to order on Tuesday, July 11, 2023 at 7:00 PM by Council President, Alexander Andres. • Council Representatives in attendance: Alexander Andres, Michael Deelo, Roberta Good, Whitney Learn- Conjeski, Margaret McKean, Jim Perini, Alex Sebastian, Sean Snowden, and Amy Stettler. • Borough officials in attendance: Mayor Thomas Hamilton, Chief of Police and Borough Manager Dan Madgar, Borough Solicitor Garen Fedeles, Borough Engineer Dan Martone, Code Enforcement Officer Rick Sprecker, Debbie Hindman, and Rebecca Phillips. • Absent: None. • Visitors in attendance (signed in): Robert Vasquez, Midge Sefton, Todd Hindman, and Jim Woolley. Mr. Andres announced an Executive Session to discuss Municipal Authority matters. A vote is expected after the Executive Session. Approval of Minutes Motion by Ms. Good to accept the Council Meeting Minutes of June 13, 2023 and Work Session Minutes of June 27, 2023. Seconded by Ms. Learn-Conjeski. Voice vote passed unanimously. Treasurer’s Report – • June 2023 Financial Report included in the Council Packet. Motion by Ms. Learn-Conjeski to accept the Treasurer’s Report. Seconded by Ms. Stettler. Voice vote passed unanimously. Review invoices and authorization to pay bills Motion by Ms. Good to authorize and pay submitted invoices for the Borough. Seconded by Ms. McKean. Voice vote passed unanimously. Public Participation – • Jim Woolley, Park Street o Thanked and complimented the Borough Road Department for the yellow curb painting in town. • Robert Vasquez, 850 Conway Wallrose Road, Economy Borough o Addressed concerns of the name of Beaner Hollow Road.  Mr. Madgar – This road is located within Brighton Township and advised to speak with their representatives. July 11, 2023 Council Meeting Page 1 Reports – Commissions / Authorities Council of Governments (COG) – Reported by Mr. Andres • Discussed broadband internet access within Beaver County. • Beaver County Legislative Cruise will be held July 11, 2023. • COG Annual Leadership Conference will be held August 24, 2023. Civil Service Commission – No report Zoning Hearing Board (ZHB) – No report Planning Commission – Reported by Mr. Martone • The May 15, 2023 meeting minutes and the June 19, 2023 draft meeting minutes included in the Council Packet. • Sign ordinance discussions are ongoing. Tree Commission – No report Code Enforcement Officer Report – • June 2023 Code Enforcement Officer’s report included in the Council packet. Historic Architectural Review Board (HARB) – • Mr. Madgar suggested that HARB present their recommended changes to the HARB ordinance individually so that Council could review each change one at a time. Mr. Madgar suggested a format as the Planning Commission has done in the past. o Mr. Martone believes that the Planning Commission could help with simplifying the proposed ordinance changes. Mr. Martone stated that the Planning Commission could assist HARB if that is the direction Council would like to go. o Mr. Andres asked that the Planning Commission assist HARB to create a simplified format to provide to Council that addressed each individual proposed change. o Ms. Good asked that an outline be provided in writing. Municipal Authority – Reported by Mr. Deelo • Meeting minutes from June 21, 2023 were included in the Council packet. Pool Committee – Reported by Mr. Andres • Approximately $350,00 has been pledged to date. • Approximately $55,000 submitted in grant applications. Additional grant writing in progress. • Plans to speak with Shell. July 11, 2023 Council Meeting Page 2 Council Committees Finance – Reported by Ms. Stettler • 2024 Budget discussions to start soon. o Items to consider include the contribution to Beaver County BOOM and a new fire ladder truck. General Government – No report Highways – Reported by Mr. Martone • Met with Youngblood Paving to review Road Paving Project No. 1. A start date has not been determined. o Mr. Andres addressed concerns of paving projects being delayed. o Ms. Stettler addressed concerns of the condition of 5th Street.  Mr. Martone stated that 5th Street would be paved this year. • Mr. Snowden asked that a painted yellow line be reviewed on College Avenue. Public Safety / Code Enforcement – Reported by Mr. Sebastian • Mr. Sebastian acknowledged and thanked the Civil Service Commission for their work to provide the recent eligibility list. Recreation – No report Reports Manager/Secretary Report – Reported by Mr. Madgar • Reviewed previous and upcoming events in town: o Carnival in Shaw Park went well. o Concert in Quay Park being sponsored by Beaver Borough on Sunday, July 30, 2023. o Car Cruise will be held on Saturday, August 5, 2023. o Concert in Linn Park on Saturday, August 12, 2023. • Interview on Beaver County Radio with Mayor Hamilton to review events in town and Business District. • The Veteran’s Day Parade will be held in Beaver this year. • Reviewed meeting with representatives from Beaver County regarding the old pool house renovation project. • Borough was made aware of broken equipment at one of the playgrounds. The equipment was removed and replacements have been ordered. New playground equipment will need to be considered when discussing the upcoming budget. Mayor Hamilton – • Thanked the Civil Service Commission for their hard work to create the most recent eligibility list. July 11, 2023 Council Meeting Page 3 President’s Report – Reported by Mr. Andres • Reviewed upcoming events in town including the Beaver County Farmer’s Market, Antique Show, and concerts. Police Department – No report Fire Department – Reported by Mr. Perini • June report included in the Council Packet. • Mr. Perini asked that Council consider some type of benefit to help with recruiting volunteer fire fighters. Suggestions included some type of EIT rebate or property tax rebate. o Mr. Fedeles will get a copy of the benefits New Brighton offers for review. Emergency Management Coordinator – Reported by Mr. Perini • Continuing training. Borough Engineer – Reported by Mr. Martone • Engineer’s report for June 2023 was included in the Council Packet • Reviewed meeting with Norfolk Southern regarding the eroded stormwater drain on River Road. Norfolk Southern will be waiving a $30,000 fee and assisting with the repair. Work is expected to be completed in September or October. Railroad insurance will still be required. • This project is eligible to be reimbursed by Beaver County ARPA funds. Solicitor Report – Reported by Mr. Fedeles • Reviewed the Beaver County assessment notices that residents received in the mail. A formula is available on the Beaver County website to help residents calculate what their projected tax values will be for each municipality, school district, and county taxes. Motions Hire Tyler Ursida as a Full-Time Police Officer Motion by Mr. Sebastian, I move that Beaver Borough Council hire Tyler Ursida as a full-time police officer with the Beaver Polic Department as of July 1, 2023. This offer is conditioned upon passing physical and psychological testing. Seconded by Ms. Good. Voice vote passed unanimously. Hire Ronald Wilson as a Full-Time Police Officer Motion by Mr. Sebastian, I move that Beaver Borough Council hire Ronald Wilson as a full-time police officer with the Beaver Police Department starting August 1, 2023. This offer is conditioned upon passing physical and psychological testing. Seconded by Mr. Snowden. Voice vote passed unanimously. Resignation of Municipal Authority Board Member Motion by Mr. Deelo, I move that Beaver Borough Council accept Matt Maloney’s resignation from the Municipal Authority Board effective immediately. Seconded by Mr. Sebastian. Voice vote passed unanimously. July 11, 2023 Council Meeting Page 4 Appointment of Municipal Authority Board Member Motion by Mr. Deelo, I move that Beaver Borough Council appoint Pat Sim to the Municipal Authority Board effective immediately to fill an unexpired term. This term expires January 1, 2026. Seconded by Mr. Snowden. Voice vote passed unanimously. Meeting entered into Executive Session at 8:03 p.m. Executive Session ended at 8:10 p.m. Amendment to Ordinance Advertisement Motion by Ms. Stettler, I move that Beaver Borough Council amend the advertisement regarding the ordinances associated with the Municipal Authority made at the June 13, 2023 meeting to only advertise Ordinance No. 857 rescinding Ordinance No. 728 to be voted on at the July 25, 2023 meeting.
