Borough of Beaver, PA Council Meeting January 2, 2024 Minutes • A regular scheduled meeting of Beaver Borough Council was held in the Community Room and was called to order on Tuesday, January 2, 2024 at 7:23 PM by Council President, Sean Snowden. • Council Representatives in attendance: Alexander Andres, Michael Deelo, Roberta Good, Todd Hindman, Whitney Learn-Conjeski, Margaret McKean, Alex Sebastian, Sean Snowden, and Amy Stettler. • Borough officials in attendance: Mayor Tom Hamilton, Chief of Police and Borough Manager Dan Madgar, Solicitor Garen Fedeles, Sergeant Ken McCoy, Debbie Hindman, and Rebecca Phillips. • Absent: None. • Visitors in attendance (signed in): Pam Learn. Approval of Minutes Motion by Ms. Stettler to accept the Council Meeting Minutes of December 12, 2023 with corrections. Seconded by Ms. Good. Voice vote passed unanimously. Treasurer’s Report – • The December Treasurer’s report will be provided at the January 23, 2024 meeting. Review invoices and authorization to pay bills Motion by Mr. Sebastian to authorize and pay submitted invoices for the Borough. Seconded by Ms. Good. Voice vote passed unanimously. Public Participation – None Reports – Commissions / Authorities Council of Governments (COG) – No report Civil Service Commission – • Year-end report included in the Council Packet. Zoning Hearing Board (ZHB) – No report Planning Commission – No report Tree Commission – No report January 2, 2024 Council Meeting Page 1 Code Enforcement Officer Report – • December report included in the Council Packet. Historic Architectural Review Board (HARB) – No report Municipal Authority – Reported by Mr. Deelo • The Municipal Authority has included in their budget to provide insurance protection for water lines for all residents. The roll out process will be slow but more information will be provided soon. Pool Committee – No report Council Committees Finance – Reported by Ms. Stettler • A business plan document for the renovated pool house is being drafted and reviewed along with the Borough Solicitor and Finance Manager. A report is expected be ready for the January Work Session. General Government – No report Highways – Reported by Mr. Madgar • A progress payment has been made to Youngblood Paving for the work completed in 2023. Once the weather warms up, paving will continue. Public Safety / Code Enforcement – No report Recreation – No report Reports Manager/Secretary Report – Reported by Mr. Madgar • Received reimbursement from awarded 2022 DEP Recycling Grant in the amount of $99,813.97 • Beaver County Recreation announced $50,000 to be awarded to Beaver Borough for the pool house renovation project. Mr. Madgar thanked Mr. Tony Caltury, County Commissioners, and Solicitor Garen Fedeles for their support and assistance. • Reviewed a potential three-strike/evection ordinance. • Reviewed meeting with PennDot regarding pedestrians being struck by vehicles on Third Street. Will continue to work closely with them. Various locations of concerns were reviewed, such as each end of town. State and federal funding opportunities will be explored. • The installation of the concrete pad at Quay Stage has been poured. • Personalized engraved brick orders to be placed in front of the renovated pool house will be accepted until Friday, January 19th. • Police Radios are currently in the process of being changed over. Any additional information will be provided to Council as it becomes available. Motions Ordinance to Increase the Indebtedness of Beaver Borough Motion by Ms. Stettler, I move that Beaver Borough Council approve an Ordinance to increase the indebtedness of the Borough of Beaver in the amount of $500,000 through a loan with First National Bank for the purpose of renovating the old pool house building located at Shaw Park. Seconded by Mr. Andres. Voice vote passed unanimously. Cancellation of January 9, 2024 Council Meeting Motion by Ms. Good, I move that Beaver Borough Council cancel the January 9, 2024 Council Meeting. Seconded by Ms. Stettler. Voice vote passed unanimously. Motion by Mr. Sebastian to adjourn. Seconded by Ms. Learn-Conjeski. Voice vote passed unanimously.
