Borough of Beaver, PA Council Meeting February 13, 2024 Minutes • A regular scheduled meeting of Beaver Borough Council was held in the Community Room and was called to order on Tuesday, February 13, 2024 at 7:00 PM by Council President, Sean Snowden. • Council Representatives in attendance: Michael Deelo, Roberta Good, Todd Hindman, Whitney Learn- Conjeski, Margaret McKean, Alex Sebastian, Sean Snowden, and Amy Stettler. • Borough officials in attendance: Mayor Tom Hamilton, Chief of Police and Borough Manager Dan Madgar, Solicitor Garen Fedeles, Sergeant Ken McCoy, Finance Manager Andy Kennedy, Code Enforcement Officer Rick Sprecker, and Debbie Hindman. • Absent: Alexander Andres • Visitors in attendance (signed in): Midge Sefton, Joe Cain, Jeff Hamilton, and Jim Woolley. Approval of Minutes Motion by Ms. Good to accept the January 2, 2024 Reorganization and Council Meeting Minutes and January 23, 2024 Work Session Minutes. Seconded by Mr. Sebastian. Voice vote passed unanimously. Treasurer’s Report – • The January Treasurer’s report was provided in the Council packet. Review invoices and authorization to pay bills Motion by Ms. Learn-Conjeski to authorize and pay submitted invoices for the Borough. Seconded by Ms. Stettler. Voice vote passed unanimously. Public Participation – • Joe Cain, Ward 1 o Addressed concerns of additional yellow curb added to Otter Lane due to limited street parking in the area.  Mr. Madgar – The Borough Engineer, Roadway Foreman and Mr. Madgar reviewed the area after complaints were made that the area was too tight to turn onto Otter Lane from an alleyway. Otter Lane is a narrow road and it was agreed that it would be best to extend the yellow line to increase safety when turning out of the alleyway. The area will be reviewed again by the Borough Manager and Borough Engineer. February 13, 2024 Council Meeting Page 1 Council Committees Finance – Reported by Ms. Stettler • Continuing to look for grants and available that would benefit the renovated pool house. General Government – • Ms. McKean gave a reminder that it is international spay and neuter month and asked that Council members encourage others to get their animals spayed and neutered by posting a photo with their pet on social media. • Ms. Stettler reviewed events over the past weekend in the business district. • Mr. Hindman asked if an alcohol policy has been set for the renovated pool house. o Mr. Madgar – Policies from surrounding event spaces have been reviewed and a draft was presented to the Solicitor and Mayor. o Mr. Fedeles – The alcohol policy will be included in the operations plan. Once a draft is put together, the details will be reviewed with Council. o Mr. Deelo – An opinion could be requested from the Liquor Control Board as to what they believe should be permitted. • Mr. Deelo gave an update that the Municipal Authority is continuing to explore insurance options for residential service lines. A representative from HomeServe will attend the next Work Session to review the policy and answer any questions. Highways – Reported by Mr. Madgar • Carryover from 2023 paving is due to begin soon pending the weather. • Mr. Hindman asked for an update regarding crosswalk and pedestrian safety on Third Street. o Mr. Madgar – PennDot got back to the Borough with some recommendations. New signage was one of the recommendations, which have started to be replaced. Adding another digital speed sign is being considered along Third Street as you come into town from Bridgewater/Rochester. Thermal adhesive for the crosswalks could be applied, but outdoor temperatures need to be higher to be installed. These can cost anywhere from $1,500-$2,000 per crosswalk but last longer than paint. o Ms. McKean – Recommended that PennDot perform a traffic study for future grant applications. Public Safety / Code Enforcement – No report Recreation – No report Reports Manager/Secretary Report – Reported by Mr. Madgar • Thanked Mr. O’Shaughnessy for volunteering to be a member of the Zoning Hearing Board. Mayor Hamilton – No report February 13, 2024 Council Meeting Page 2 President’s Report – No report Police Department – No report Fire Department – Reported by Chief Meers • Reviewed member training and the 2023 year. o Fire Department responded to 199 calls in 2023. This is the most calls they have ever seen. 108 of the calls were within Beaver Borough, 91 were support to surrounding communities. Emergency Management Coordinator – No report Borough Engineer – No report Solicitor Report – No report Motions Appointment to the Zoning Hearing Board Motion by Ms. Good, based on the recommendation of the Zoning Hearing Board, I move that Beaver Borough Council appoint Phil O’Shaughnessy to the Zoning Hearing Board to fill an unexpired term. This term expires December 31, 2025. Seconded by Ms. Learn-Conjeski. Voice vote passed unanimously. J. Martin & Associates Audit Engagement Motion by Mr. Hindman, I move that Beaver Borough Council approve the attached three (3) year engagement letter from J. Martin & Associates, LLC to perform Beaver Borough’s 2023, 2024, and 2025 audit. Seconded by Ms. Learn-Conjeski. Voice vote passed unanimously. Motion by Mr. Sebastian to adjourn.
