Subject: Go Beaverton - Transportation System Plan Update – Introduction
Staff will introduce the Go Beaverton – Transportation System Plan update project at the
Planning Commission meeting on April 9, 2025. Beaverton’s Transportation System Plan
(TSP) is a policy and technical document that establishes and describes city transportation
policy and transportation performance standards and guides investments in the
transportation system.
PLANNING COMMISSION ROLE
The City’s Transportation System Plan is Chapter 6 of Beaverton’s Comprehensive Plan.
Transportation System Plan updates will be a Comprehensive Plan Amendment, which is a
Type 4 land use action that requires Planning Commission to make a recommendation to
City Council.
TSP WILL ADDRESS CHANGE, PLAN FOR FUTURE
The city is updating its TSP to enable Beaverton to invest and develop in a climate-friendly
and equitable manner and to make Beaverton a place where people can more safely, easily,
and comfortably connect to the activities, places, and services that are important to them.
Beaverton’s TSP was last significantly updated in 2010. Over the past 15 years the city has
evolved. State policy and regulations have changed. In addition, city demographics
changed; community goals and priorities shifted; technology advanced; and climate change
awareness deepened, including how investments in the transportation system, or the lack
thereof, affect peoples’ lives.
The scope of this TSP update is consistent with state and regional rules and policies. In
2022 and 2023, the Oregon Land Conservation and Development Commission updated the
Transportation Planning Rules to establish the Climate-Friendly and Equitable Communities

(CFEC) program. The purpose of the CFEC rulemaking was to better align the state’s
transportation and land use planning with its long-term climate pollution reduction goal. The
added requirements that apply to local TSPs in the Portland metropolitan area include:
• Conducting multimodal inventories of the transportation system, including for
walking, biking, rolling, transit, freight, and automobile travel.
• Prioritizing walking, biking, and transit investments to access destinations.
• Planning programs and services that reduce demand for car trips.
• Identifying investments to support greater development in transit corridors and
downtowns.
• Planning for and managing parking.
• Identifying investments and planning for electric vehicle charging infrastructure.
• Conducting equity analyses to understand impacts of the transportation system on
people with different identifies or needs and identifying strategies to minimize
impacts on underserved populations.
• Determining how to measure the performance of the transportation system, using
measures and standards that are not solely about vehicle throughput and
incorporate other goals the city is working to achieve. (Examples: reduction in carbon
emissions, reliable travel times, and a system that offers a complete and desirable
user experience for people walking, biking, and taking transit.)
• Regularly monitoring and reporting progress related to increasing equitable
outcomes for underserved populations and reducing greenhouse gas emissions.
BACKGROUND:
In September 2022, the State of Oregon’s Transportation and Growth Management
Program awarded the City of Beaverton a $300,000 grant to assist with an update to
Beaverton’s Transportation System Plan.
In its agreement with the Oregon Department of Transportation, and consistent with the
City’s Complete Streets Policy, the city indicated its intent to create an updated TSP that:
• Is informed by community members’ lived experiences, perspectives, and ideas.
• Centers those most impacted by past policy choices or who are most socially or
physically vulnerable in our current system, including underserved and
systemically excluded communities.
• Creates a system where people can be less dependent on motor vehicles for
travel, advancing the region’s mode shift goals.
• Provides people with and normalizes the use of multiple transportation options.
• Advances the city toward meeting its 2050 net zero carbon emissions goal and
OAR Division 44 greenhouse gas reduction targets for the Portland Metro

region of 30 percent from light vehicle travel in the metro area by 2045 from the
2005 base year.
• Reflects and supports established city, state, and regional policy goals for land
use and density.
• Sustains vibrant local, regional, and state economies.
• Fosters human connection and builds social capital.
• Provides residents, business owners, developers, regional partners, and elected
officials with a clear understanding of the city’s transportation vision, needs, and
priorities.
• Describes an actionable path forward, both in the near-term and long-term, to
achieving the city’s transportation goals.
VISION, GOALS, OBJECTIVES
In a February 18, 2025 work session, the City Council expressed support for the TSP update
project’s vision, goals, and objectives, which are found in Attachment A.
PROJECT APPROACH
The high-level approach to this TSP update is to:
• Define the future the community wants
• Identify the differences between where we are now and where we want to be
• Enable a future where the transportation system furthers the community’s vision
and goals
An approach like this will help the city identify:
• Where to sustain and support elements of the system that are furthering its goals
• Where to rebalance elements of the system that are preventing it from reaching its
goals.
• What changes in policies, project selection, funding methods, and programs are
needed to align implementation with the goals.
PROJECT PHASES
The process to accomplish this is described in Attachment B and will generally look like this:
• Analyze existing conditions: Policies, demographics, land uses, street designs,
infrastructure, programs, operations, maintenance, outcomes (safety, health, social,
environmental, economic)
• Define the future system: Intended users, networks (pedestrian, bicycle, transit,
vehicle, etc.), complete streets (target speed, right-of-way elements), which street
types are applied to which road segments

• Identify needs and opportunities: Learn about user experiences, compare existing
conditions to desired future system; identify gaps/differences; identify where there
are opportunities to achieve multiple goals and complete the system
• Develop solutions: Identify solutions that will achieve the future system; evaluate
solutions against TSP goals; create a list of projects and programs
• Prioritize solutions: Create prioritization framework, identify current funding
sources, identify potential new funding sources, create prioritized project list
• Implement: Create complete streets decision-making framework that guides city
decision-making when constraints are present (such as limited funding or right of
way space); adopt regulations as needed (Comprehensive Plan, Development Code,
Engineering Design Manual, Beaverton Code).
NEXT STEPS
Next steps are to continue the existing conditions analysis and conduct community
engagement this summer to understand community members’ experiences, ideas, and
concerns. Staff and the project’s Transportation Ambassadors will be reaching out to
community members over the spring and summer of 2025, inquiring about people’s lived
experience using Beaverton’s transportation system.
Engagement will focus on better understanding where people need and want to go,
particularly for short trips, and where they believe the system could be made safer and
more comfortable. Staff plan to use the street design types in Attachment C to show
potential future changes to the system and understand community members’ thoughts
about those ideas and potential solutions, while being realistic about what might be needed
to implement those changes.

Overall approach
This Transportation System Plan update plans to use an “envision and enable” approach to
transportation planning that includes:
• Defining the future the community wants;
• Identifying gaps between where we are now and where we want to be; and
• Structuring policies and making an investment plan that helps bridge those gaps.
An approach like this will help the city identify:
• Where to sustain and support elements of the system that are furthering its goals;
• Where to rebalance elements of the system that are preventing it from reaching its
goals; and
• What changes in policies, project selection, funding methods, and programs are
needed to align implementation with the goals.
New TSP goals; new approach
In Beaverton, 90 percent of trips are taken by driving. This is an outcome of an auto-centric
transportation system, built over decades, where access to a vehicle is often a prerequisite
to reaching destinations. Many destinations are spread out, set back from the street, and
oriented toward surface parking lots. Pedestrian, bike, and public transit infrastructure
doesn’t always feel safe, convenient, or welcoming. These factors likely contribute to
people’s dependence on driving to get to where they need to go.
This TSP update approach differs from past transportation planning practice, which was to
analyze existing conditions and identify needs and opportunities within the transportation
system using a vehicular-oriented “predict and provide” method. This method was based
primarily on identifying locations where there was existing vehicular congestion and/or it
was predicted that more auto capacity was needed to meet an ever-higher demand for
driving.
A different approach is needed to achieve the Council goals for this project because
approaches used in the past focused on auto capacity and operational investments that, in
the long term, often induce more driving and made users of the system increasingly
dependent on driving to get to where they need to go. Furthermore, these investments are
costly to build and maintain; often remain unfunded; and do not complete or make networks
for walking, biking, taking transit and other low-carbon methods of travel safer, healthier,

convenient, or welcoming. This is true particularly for people who involuntarily cannot drive,
like youth, people who have aged out of driving, people with disabilities, and people who
cannot afford to own a car.
Key actions to achieve project goals
The project vision and goals envision a future in which a greater number of individuals can
utilize sustainable, cost-effective, and universally accessible modes of travel, such as
walking, cycling, or public transportation, to reach their destinations.
Recognizing this, there are a few key actions with the potential to advance multiple
transportation and communitywide goals at once. The overall project approach centers
around these actions. They include:
• Reducing vehicle speeds to reduce the chance of serious and fatal injuries and to
create more welcoming environments for people walking, biking, and enjoying
destinations along the street.
• Completing the pedestrian, bicycle, and transit networks so that people can get from
one destination to another with confidence there is a reliable, direct route that will
get them to where they need to go in a timelier manner.
• Completing streets so that the pedestrian, bicycle, or transit journey feels
welcoming and is safe and accessible to everyone, particularly for people who more
heavily rely on these modes to access destinations, like youth, older adults, and
people with disabilities.
• Redefining and repurposing public right of way so that it provides more space for
traffic calming, complete street treatments, public art, and enhanced greenery and
tree canopies.
• Focusing attention on where people are making short trips and making it safe,
convenient and welcoming for a person of any age, ability, gender, or racial or ethnic
background to make the trip by walking, biking, or taking public transportation.

The phases, briefly described, are:

1. Analyze existing conditions
The existing conditions analysis performed for this TSP update will inventory infrastructure,
report on system usage, conduct a safety analysis, and collect information from the
community about people’s lived experiences using today’s system.
2. Define the future system
To begin the process of defining the future system, the city will define what complete
networks (pedestrian, bicycle, public transit, vehicular, freight, emergency routes) look like
in Beaverton. This includes the location, function, and critical elements of the networks
such as protected street crossings, bike parking, transit line/stop features, and freight
delivery considerations, among others.
The city also needs to define what complete streets look like. This includes what the city’s
expectations are for how the public right of way will be designed and used, depending on its
function and surrounding land use context.
What constitutes a complete street will be defined using a new classification system of
street design types. Part of a draft example street design is shown below. A full packet can
be found in Attachment 3.

Each street type will respond to the specific land use context and function the street is
meant to perform within the larger pedestrian, bicycle, transit, and vehicular network. The
street types will define what the design expectations are for the street and how a specific
street segment contributes to making a complete network for people walking, biking,
taking transit, and driving.
Attachment 3 depicts 10 draft street design types that show an optimal cross-section could
look like for each draft street design type. Community members will be able to share their
thoughts about the design types as well as the existing and future transportation network
during public engagement this summer. The draft street designs include target speeds
(slower speeds reduce severe injuries and fatalities if crashes occur) and elements that
would help achieve those target speeds.
The ideal cross-sections shown on the draft designs would be a starting point for street
design decisions in the city. Toward the end of the project, a decision-making framework
will be established that will allow city staff and city partners to respond to real-world
conditions, like constrained physical space or funding, and navigate design tradeoffs so final
designs are both implementable and consistent with the city’s long-term goals.

3. Identify needs and opportunities
Needs and opportunities will be identified by comparing the defined networks and
complete street attributes to existing conditions. Where there is a gap between the two,
there is a need. Opportunities will be identified by considering, for example, where there is
gap that impacts a priority underserved population, such as a near a school serving young
people. Public engagement also will contribute to understanding needs and identifying
opportunities for meeting those needs.
4. Develop solutions
Solutions will include policies, projects, programs, and other actions. As the project
identifies needs and opportunities, the city can consider diversifying its solutions beyond
major capital projects. Characteristics of these solutions may include:
• Rapid implementation: Rapid implementation projects that repurpose existing right
of way and allow the city to make investments more quickly than what could be done
with a typical Capital Improvement Program project, often at less cost, and
potentially integrate them into other existing programs, such as the city’s repaving
program or neighborhood traffic calming program.
• Materials: Projects can use less permanent materials, such as paint, posts, and
removable planter boxes, to more quickly respond to community needs and more
inexpensively try a solutions (or solutions) to achieve the project goals and allow
community members to experience the solutions and inform the final design.
• Programs: Programs that complement investments in physical infrastructure. For
example, programs that measure the performance of a project, promote the use of
the infrastructure, and/or encourage people to walk, bike, or take public
transportation.
Across all implementation actions, the city will seek to identify projects and programs that
advance multiple goals at once in innovative ways and enable the city to build off its
successes. Projects that do this position the city to be strategic, nimble, and opportunistic,
all while keeping grounded in the goals the city is trying to achieve.
5. Prioritize solutions
As the project moves into the prioritization phase of the project, staff will work with the City
Council to develop a prioritization framework that:
• Aligns with the plan goals and objectives.
• Advance equitable outcomes.
• Reduces climate pollution.
• Considers where several small changes have the potential to reinforce each other
and advance multiple goals at once.

• Considers where there is already support and a desire by neighborhoods and/or
partner agencies for change that advance the city’s transportation goals.
• Is achievable within projected funding forecasts.
6. Implementation
Initial implementation of the plan will occur through amendments to the City’s
Comprehensive Plan and Development Code and could occur through amendments to
several other city code and standards documents. It’s expected that investment in the
system would be incremental and occur over time, through a variety of means, including
through city programs and private development.

Envisioning a future system aligned with the TSP vision and goals involves two primary
things:
1. defining complete networks for people walking, cycling, taking public transit,
driving, delivering goods and services, and responding to emergencies.
2. defining how the complete streets that make up these networks are expected to
look and function in Beaverton.
Every street is unique. The design types included here are an initial attempt to envision
what ten different types of complete streets could look like in Beaverton in an ideal form.
The ideal form provides a starting place to understand what the city is striving for, with an
understanding that design adjustments will likely have to be made along the way to respond
to right-of-way and budget constraints and specific community needs and desires. In a
later phase of the TSP update, a decision-making framework will be created to help
determine how and where to make design decisions.
Street designs vary depending on the neighborhood context the street is integrated into
and what function the street is intended to play within the overall transportation system.
Key to all the street design types is information about target travel speeds and design
elements that help achieve the speed and TSP goals. The first exhibit, for a Regional
Boulevard, is annotated to highlight features that accomplish this.
At this stage of the project, the street design illustrations are a tool to help community
members imagine what future streets could look like in relation to the vision and goals.
City staff look forward to using these design types as one tool to discuss Beaverton's
transportation future with community members this year.

8 The Regular Meeting of the Beaverton Planning Commission was called to
9 Order by Chair Winter virtually via Zoom on Wednesday, February 5, 2025, at
10 6:30 p.m.

14 Present were Chair Scott Winter and Planning Commissioners Lauren Holmes,
15 Michael Speck, and Chelsea McCann.

19 Planning Division Manager Anna Slatinsky, Current Planning Manger Jana Fox,
20 Associate Planner Lauren Russell, Assistant Planner Stephanie Lonsdale, Assistant
21 City Attorney Robin McIntyre, Assistant Planner Miguel Gelin, and Planning
22 Support Specialist Maxwell Everett represented staff.

24 The meeting was called to order by Chair Winter who presented the format for
25 the meeting.

30 STAFF COMMUNICATION:
31 Planning Division Manager Anna Slatinsky notified the commissioners about a Boards and
32 Commissions events mailer that they should have received via email. The mailer
33 highlighted a Boards and Commissions retreat Monday, February 24th, an optional
34 Effective Meetings training session on Monday, March 31st, and a Government Ethics
35 training which is a requirement for commissioners. Encouraged commissioners to reach
36 out if they did not receive the event flyer.

42 The applicant requests approval of a Historic Review application (HR32024-00942)
43 for exterior modifications to the “Fisher-Rossi Building.” The proposed

2 glazing, and a new angled entry, and the removal of a fabric awning.

4 Chair Winter briefly described the hearing process and applicable approval criteria
5 for this proposal.

8 ex parte contacts, or site visits to declare.

13 Chair Winter disclosed that he had conducted a site visit.

15 There were no disqualifications of the Planning Commission members.

17 Chair Winter opened the public hearing and read the format for hearings.

20 Assistant Planner Stephanie Lonsdale provided an overview of the application,
21 proposing restoring two storefronts at 12438 and 12472 SW Broadway to reflect
22 historical features. The presentation reviewed the site location, historic review,
23 building history, and a project summary. Staff recommended approval of the
24 project.

30 Alan Ford (235 NE Mason Street, Portland OR) is the architectural designer for this
31 project and has consulted with the owner, Chuck Wilson. Alan expressed
32 appreciation for staff and his hopes for approval of the application.
